The FBI responds to a brief computer outage at their Cyber-Security Division by tracing down top computer hackers, finding several of them have been killed. Taking others into protective custody, the FBI asks New York City Police Department detective John McClane (Bruce Willis) to bring in Matthew "Matt" Farrell (Justin Long), one of the targeted hackers. A bomb detonates in the plaza of the Colombian Consulate building in Los Angeles, killing nine people, including a caravan of Colombian officials and American intelligence agents. Among the civilians killed are the wife and son of LAFD firefighter, Captain Gordon "Gordy" Brewer, who was injured in the explosion. A tape is sent to the U.S. State Department, in which a masked man calling himself "El Lobo" (The Wolf) claims responsibility, explaining it was in retaliation for the oppression of Colombia by the United States. The FBI believes El Lobo is a Colombian terrorist named Claudio Perrini. CIA Special Agent Peter Brandt, the Colombia Station Chief, is harshly reprimanded for the incident by a Senate Oversight Committee, who promptly terminate all CIA operations in Colombia. Brandt angrily returns to Mompós and meets with his paramilitary allies to plan a major offensive to take down Claudio.

In 1992, Bogota, Colombia, Fabio Restrepo (Jesse Borrego) has key information about drug lord Don Luis Sandoval (Beto Benites). However, Don Luis fears that Fabio will be putting a hit on them, so he sends his henchman Marco (Jordi Mollà) to kill him. Fabio gives his nine-year-old daughter Cataleya (Amandla Stenberg) the information Don Luis wants and tells her it's her "passport"; he also gives her the address of her Uncle Emilio (Cliff Curtis), a criminal in Chicago, who will take care of her if she finds herself alone. The last thing he gives her is something that will keep her safe: his mom's necklace, the cataleya orchid. Fabio tells her to sit at the kitchen table and not move no matter what. After saying their goodbyes, Fabio and his wife Alicia (Cynthia Addai-Robinson) leave to battle Marco and his men but both of them are gunned down as Cataleya listens from the kitchen. Marco tries to manipulate her into giving the information. When he asks what she wants, she stabs him in the hand with a kitchen knife, saying "To kill Don Luis", and escapes. She safely makes it to the U.S. Embassy and gives the Embassy the information in exchange for a passport and passage to the United States. She escapes to the airport, where she makes it to the US and takes a bus to Chicago. Once she finds Emilio, Cataleya asks him to train her as an assassin.

The film's plot follows the story of Paikea Apirana ("Pai") In the book, her name is Kahu, short for Kahutia Te Rangi. The leader should be the first-born grandson – a direct patrilineal descendant of Paikea, aka Kahutia Te Rangi in the book, the Whale Rider – he who rode on top of a whale from Hawaiki. However, Pai is female and technically cannot inherit the leadership. While her grandfather, Koro, later forms an affectionate bond with his granddaughter, carrying her to school every day on his bicycle, he also condemns her and blames her for conflicts happening within the tribe. At one point Paikea decides to leave with her father because her grandfather is mistreating her. However she finds that she cannot bear to leave the sea as the whale seems to be calling her back, she tells her father to turn the car back and returns home. Pai's father refuses to assume traditional leadership; instead he moves to Germany to pursue a career as an artist. Pai herself is interested in the leadership, learning traditional songs and dances, but is given little encouragement by her grandfather. Pai feels that she can become the leader, although there's no precedent for a woman to do so, and is determined to succeed.
