Spanky (Philip Tanzini) and Porky (Robby Kiger)'s mother (Darla Hood) is a single mother during the Depression. Money is tight with very little left over to buy anything nice. When the boys overhear Mom talking on the phone about a Blue Comet, they think she is ordering for them the Blue Comet train set for the holidays. However, Mom wasn't talking about the train, but rather a vacuum cleaner. Realizing that she confused her sons, she exchanges a coat she had ordered for the train. When she gets sick and the boys realize the truth, they enlist the help of the gang to raise the money to get the coat back. Meanwhile, two neighborhood bullies steal the train set so now there are no gifts for the boys or their mom. A grouchy Santa (Jack Somack) arrives to spread cheer.

The mouse and his child are two parts of a single small wind-up toy, which must be wound up by means of a key in the father's back. After having been unpacked, they discover themselves in a toy shop where they befriend a toy elephant and toy seal. The child mouse proposes staying at the shop to form a family, which the other toys ridicule. After breaking due to a fall from the counter, they are thrown in the trash. Outside, they become enslaved by Manny the rat, who runs a casino in the city dump and uses broken wind-up toys as his slave labor force. With the aid of a psychic frog, the mice escape and meet various animal characters on a quest of becoming free and independent self-winding toys. They rediscover the elephant and seal, who are somewhat broken down. Together they manage to form a family and destroy the rat empire.

Luther Heggs is a typesetter at the newspaper in Rachel, Kansas, but aspires to be a reporter. One night, observing what he believes to be a murder outside of an old, supposedly haunted house known as the Simmons Mansion, Heggs rushes to the police station with his scoop. Unfortunately, as he relates the details of his story to the Chief of Police, the murder "victim" walks into the room, a local drunk who had merely been whacked unconscious by his irate wife, who had brought him in to be locked up. The next morning, Heggs walks downstairs to the dining room at the Natalie Miller boarding house and overhears Ollie Weaver (Homeier), a full-time reporter at the newspaper, mocking his mistakes of the night before; Ollie is also dating Heggs' love interest, Alma Parker (Joan Staley). According to local lore, the Simmons Mansion was a "murder house" (murder and suicide) 20 years earlier, when Mr. Simmons murdered his wife (with some unknown sharp instrument that was never located - ultimately revealed to be a pair of gardener's pruning shears), and then jumped to his death from the organ loft. Legend has it that the ghost of Mr. Simmons can still occasionally be heard playing the organ at midnight.

A Russian submarine called Спрут ("Octopus") draws too close to the New England coast one morning when its captain (Theodore Bikel) wants to take a good look at America and runs aground on a sandbar near the fictional Gloucester Island, which, from other references in the movie, is located off the coast of Cape Ann or Cape Cod, Massachusetts. Rather than radio for help and risk an embarrassing international incident, the captain sends a nine-man landing party, headed by his zampolit (Political Officer) Lieutenant Yuri Rozanov (Alan Arkin), to find a motor launch to help free the submarine from the bar. The men arrive at the house of Walt Whittaker (Carl Reiner), a vacationing playwright from New York City. Whittaker is eager to get his wife Elspeth (Eva Marie Saint) and two children, obnoxious but precocious nine and half-year-old Pete (Sheldon Collins) and three-year-old Annie (Cindy Putnam), off the island now that summer is over.

While driving his Dual-Ghia from Las Vegas to Los Angeles, lecherous, heavy-drinking pop singer Dino (Dean Martin) is forced to detour through Climax, Nevada. There he meets the amateur songwriting team of Barney Millsap (Cliff Osmond), a gas station attendant, and piano teacher Orville J. Spooner (Ray Walston), a man easily given to jealousy. Hoping to interest Dino in their songs, Barney disables the "Italian" sports car and tells Dino he will need to remain in town until new parts arrive from Milan. Set "Somewhere in the South Pacific", Gruber's gambling scheme backfires when he tries to raise lots of money for St Theresa’s Orphanage through off-track horserace betting. Heavy bets on the horse "Silver Spot" leaves the crew owing a large sum to sailors and marines. A little while later when the crew is in New Caledonia and after Ensign Parker is kissed by Andrea Bouchard (Claudine Longet) the lightheaded Parker accidentally sets off a depth charge and destroys the dock and cargo of businessman Henri Le Clerc (George Kennedy), leaving the crew even more in debt. However, while on a reconnaissance mission to an island the crew comes across Silver Spot who was lost on the island after the horse was being moved from Australia. They decide to enter Silver Spot in a race in New Caledonia to win enough money to pay all their debts. Otherwise the only way to pay all their debts is for McHale to marry his old flame Margot Monet (Jean Willes) who owns a gambling parlor in New Caledonia (but who McHale would rather not marry). They try to disguise the horse with lots of heavy hair, but when the hair starts to come off during the race they decide to use a smoke screen from the 73 to keep anyone from seeing too much. However, this made it impossible for the racetrack authorities to know who won. But the smokescreen also caused a Japanese submarine to be captured by the 73. In the end Le Clerc is so grateful for saving his town from a Japanese attack he forgives the debt. The crew also gets a reward for rescuing Silver Spot which just happened to be enough to pay the sailors and marines. While all this was going on the Pt-73 crew was dogging Binghamton (Joe Flynn) and his aide Carpenter (Bob Hastings). And just as they were leaving New Caledonia the bashful Parker is kissed by Bouchard and again the lightheaded Parker sets off another depth charge which destroys Le Clerc's dock and cargo again. But rather than marry Monet to pay for the new damage, McHale and crew immediately scramble to get out of New Caledonia.
