Set in Manhattan in the early 1940s, the film focuses on the relationship between Joseph Mitchell, a writer for The New Yorker, and Joe Gould, an aging, bearded, disheveled bohemian and Harvard University graduate who wanders through the streets of Greenwich Village carrying a tattered portfolio and demanding donations to "The Joe Gould Fund". At times Gould is calmly sweet and perceptive, at others he's a pathological liar and an obnoxious drunk, and he frequently experiences sudden outbursts of rage. Earning occasional financial support from poet E. E. Cummings, portrait painter Alice Neel, Village Vanguard founder Max Gordon, and art gallery owner Vivian Marquie, among others, Gould is able to secure a nightly room in flophouses until an anonymous benefactor arranges accommodations in a residential hotel for him.

On the morning of June 6, 1944, the beginning of the Normandy Invasion, American soldiers prepare to land on Omaha Beach. They suffer heavily from their struggle against German infantry, machine gun nests, and artillery fire. Captain John H. Miller, a company commander of the 2nd Ranger Battalion, survives the initial landing and assembles a group of his Rangers to penetrate the German defenses, leading to a breakout from the beach. In Washington, D.C, at the U.S. War Department, General George Marshall is informed that three of the four brothers of the Ryan family were killed in action and that their mother is to receive all three telegrams in the same day. He learns that the fourth son, Private First Class James Francis Ryan, is a paratrooper and is missing in action somewhere in Normandy. One night, an American special forces team invades Saddam Hussein's (Haleva) palace and a nearby prison camp to rescue captured soldiers from Operation Desert Storm and to eliminate Saddam, but they find the Iraqis prepared for them, and the entire rescue team is captured. This failed operation turns out to be the latest in a series of rescue attempts which were foiled by the Iraqis, and consequently the advisors of President Benson (Admiral Benson in the previous film, played by Bridges) suspect sabotage in their own ranks. A promiscuous and rather misogynistic man, Steve (Perry King) is murdered by one of his three ex-lovers, and after death, the powers that be cannot decide whether to send him to heaven or to hell—his life is full of good deeds, but he's "been a shit" to women, and that behavior is keeping him from going to heaven. The powers that be decide to give him a test; he is reincarnated and given a limited amount of time to have at least one woman be in love with him. To make the test more difficult, he is reincarnated as a beautiful woman (Ellen Barkin) named Amanda. After the change, Amanda/Steve encounters other people, including Steve's friend Walter, who Amanda convinces of the truth of her identity, and lesbian perfume magnate Sheila. Both become attracted to Amanda, but Amanda rebuffs Sheila's advances, even knowing that she is giving up an opportunity for a woman to love her, because Steve is homophobic and could not abide having gay sex, even though he had sex exclusively with women, as Steve, in the past. Later, Amanda and Walter get drunk together and end up having sex. In the morning, Amanda claims no memory of the sex and accuses Walter of raping her. Walter acts surprised and insists that Amanda was an enthusiastic participant. Amanda rejects Walter, but she learns shortly thereafter that she has become pregnant from the encounter. At the childbirth, the baby girl gazes upon her mother with love, and then Amanda dies, having earned her place in heaven.

On the last day of school in 1988, Phyllis Nefler (Shelley Long) is a Beverly Hills wife recently separated from her husband, Freddy (Craig T. Nelson), a wealthy owner of an auto shop chain. Freddy feels Phyllis has become a self-absorbed "shopaholic" who never follows through on her commitments, and that she has drifted from the caring, imaginative personality that made him marry her. To prove him wrong, Phyllis decides to become the new den mother of their daughter, Hannah's (Jenny Lewis) unruly, leaderless local girl scout troop of Wilderness Girls. While Phyllis is boutique-hopping along Rodeo Drive, the council is overlooking her application, then approving it as they believe Phyllis has the makings of an excellent den leader. Although Phyllis severely lacks the skills found in most troop leaders, she resolves to teach the girls how to survive in "the wilds of Beverly Hills," even customizing new merit badges for her troop. One campout results in the troop getting hit by a rain squall, which Phyllis and the girls flee to the Beverly Hills Hotel. Despite her unorthodox ways, Phyllis demonstrates an unwavering commitment to the girls' well-being and acts as a surrogate mother/friend to the girls, who are often neglected by their own wealthy and distracted parents. However, during an award ceremony on a yacht, a woman gets knocked overboard and asks for a life saver and Phyllis responds which flavor. Fred remarks he was hoping to see Hannah learn a few outdoors and civil defense skills, such as first aid, and he is unsure about that under Phyllis' mentorship. Her unorthodox methods also run afoul of another scout leader, Velda Plendor (Betty Thomas), a mean-spirited, retired army nurse who runs her troop, the Culver City "Red Feathers" (of which her own daughter, Cleo (Dinah Lacey) is a member), like a military unit. Because Velda has considerable pull at the regional council level, she declares Phyllis' customized merit badges ineligible and sends her assistant troop leader, Annie Herman (Mary Gross), to infiltrate Troop Beverly Hills.

Officer Frank Dooley (John Candy) of the LAPD is framed for the theft of a television set by two corrupt detectives (who Dooley had actually caught robbing an appliance store). He is dismissed from the force, but escapes criminal punishment at his day in court. The next case in the courtroom features hapless defense attorney Norman Kane (Eugene Levy) attempting to defend a Charles Manson-type white supremacist leader named Lawrence Lupik (Glenn Withrow), who threatens him with death should Kane fail to keep him out of prison. A fearful Kane reveals his ineptitude and the death threat to the judge (Stacy Keach, Sr.), who tells Kane that he will give Lupik "A sentence so long he won't even remember his own name, let alone yours" so long as Kane agrees to find another line of work with a "lot less responsibility".
