For years, the Republic of Wadiya (located in the Horn of Africa, supplanting the actual nation of Eritrea) has been ruled by Admiral General Haffaz Aladeen (Sacha Baron Cohen), a childish, tyrannical, sexist, anti-western, and antisemitic despot who surrounds himself with female bodyguards, sponsors al-Qaeda (specially giving shelter to Osama Bin Laden after "they killed his double one year ago") and is working on developing nuclear weapons to attack Israel. He also refused to sell Wadiya's oil fields, a promise he made to his father on his deathbed. After the United Nations Security Council resolves to intervene militarily, Aladeen travels to the UN Headquarters in New York to address the council.

Silvia Broome (Nicole Kidman) is an interpreter working at the United Nations in New York City. She was raised in the Republic of Matobo, a fictional African country, but has dual citizenship. The U.N. is considering indicting Edmond Zuwanie (Earl Cameron), Matobo's president, to stand trial in the International Criminal Court. Initially a liberator, over the past 20 years he has become as corrupt and tyrannical as the government he overthrew, and is now responsible for ethnic cleansing and other atrocities within Matobo. Near the completion of his sentence in Sing Sing prison, Paul Vitti's life is threatened by assassins and corrupt guards while incarcerated. He fakes insanity and starts singing showtunes from West Side Story to get the attention of Ben Sobel, who previously hung up on him while attending his father's funeral. The FBI calls in Ben to see if Vitti is really insane. This appears to be the case, and the FBI approves Ben taking Vitti out of prison, into his own custody, for further therapy. On their way out in Sobel's car, Vitti reveals that he faked it. Needing some therapy himself after his father's death, a grieving Sobel talks Vitti into finding a regular job (as requested by the FBI). Vitti attempts to find a legitimate job (he tries a car dealer, a restaurant, and a jewelry store), but his rude manners and paranoia only complicate things further (which end up in him getting fired each time).

A woman in a parking garage has trouble starting her car. Three thugs appear, force her out, and begin to rape her when Paul Kersey appears out of nowhere. He shoots the first two to death and wounds the third. Kersey blocks the exit, where the third mugger pleads for his life. Paul shoots him and then rolls the criminal over with his foot and reveals him to be himself. The assault turns out to just a bad dream Kersey was having.
