In a rough area in Los Angeles, an aspiring poet has spent six months without leaving his apartment because of his obsessive delusions concerning cruel doctors, rappers, and spiders. Meanwhile, a woman who appears to curse things by wanting to help is dumped by her boyfriend and finds herself flat broke on the streets of LA. Soon she runs into a local gang. Due to a telephone glitch, our hero calls her at a phone booth trying to dial a "talk line" and invites her to his place. Young filmmaker Stevie Horowitz (Dean Jacobson) eagerly awaits a meeting with big shot Hollywood film producer J.P. Shelldrake (Tony Curtis). Shelldrake has been desperately searching for a way to avoid problems with the IRS and unpaid millions owed them in back taxes. His brilliant yet overpaid accountant (Phil Proctor) devises a scheme to allow the producer to write off the expenses of his next movie release, but only if the film is a box office flop. Two hip nightclub owners from New York City, Travis (John Travolta) and Wendell (Arye Gross) are drugged and kidnapped while on their way to opening a nightclub in rural Nebraska. The KGB spy Cameron Smith (Charles Martin Smith) takes them to the Soviet Union, as "experts" on the "American lifestyle" with the intention of teaching KGB agents to be hip like Americans - and under the influence of drugs they think they have arrived in "Nebraska" to open the nightclub. Travis and Wendell are relocated to the phony burg of "Indian Springs", Nebraska which is actually located in the southeastern edge of the USSR near the Sea of Japan populated by Russians who "speak and act American", and where KGB trainees go to practice, but is mired in the 1950s. The KGB spy Smith is in charge of the "typical American town" constructed in the middle of the Soviet Union for espionage-training purposes and hopes that his fellow agents will learn real US culture. But things get out of control when Travis and Wendell immediately begin indoctrinating their fellow "American" neighbors in all the guilty pleasures of Yankee hedonism, turn a tiki lounge into a rock club, teach the townsfolk to dance, and introduce current pop culture. Both also flirt with local beauties. Things get dangerous when the townsfolk taste freedom, and the KGB decides to stop the experiment and get rid of the American "guests".

Ivan Mozer (Lyle Alzado) is a serial killer who has been convicted of the rape, torture and murder of 23 people. Mozer is given the death penalty by electrocution. At his execution, he boasts of having killed 24 people. A power outage caused by a riot prevents the execution, but Mozer receives a jolt of electricity before the power fails. The prison staff assumes that Mozer is killed during the riot, but he manages to escape. The prison subsequently is abandoned. Mozer lives within the abandoned prison with the assistance of his father, who had been employed as a guard. Eighteen months later, a film crew arrives at the prison to shoot an exploitation film titled Death House Dollies. They discover that Mozer survived his electrocution due to an unusual genetic gift. The jolt of electrical energy made him "half-alive", leaving him in a feral state and granting him spontaneous regeneration.

In a small suburban town, a group of university students--Mark Loftmore (Zach Galligan), China Webster (Michelle Johnson), Sarah Brightman (Deborah Foreman), Gemma (Clare Carey), James (Eric Brown) and Tony (Dana Ashbrook)--visit a mysterious wax museum, where they encounter several morbid displays, all of which contain stock characters from the horror genre. Tony and China unintentionally enter two separate pocket worlds, as depicted by the waxwork displays, by crossing the exhibition barrier rope. Tony is at a cabin where a werewolf (John Rhys-Davies) attacks him. A hunter and his son arrive and try to kill the werewolf. The son fails and is torn in two, while the hunter shoots the werewolf, and then shoots Tony as he begins to transform into a werewolf. China is sent to a Gothic castle, where vampires attack her and Count Dracula (Miles O'Keeffe) turns her into a vampire. Two of the other students, Mark and Sarah, leave the waxwork unscathed. Later, Jonathan (Micah Grant), "a college jock", arrives at the wax museum, looking for China, but The Phantom of the Opera display gets his attention as David Lincoln (David Warner) walks him into the display. Mark goes to a pair of investigating police detectives, Inspector Roberts (Charles McCaughan), and meets Lincoln as he lets Roberts investigate the waxworks. As Mark and Roberts leave the Museum, Mark recognizes Lincoln.

A group of CIA officers watch a video presentation of a top-secret project called "Crossbow": a space shuttle mounted with a computer-guided laser weapon incinerates a man on the ground with pinpoint accuracy.
