Derrick Tseng (born 1954) is an American independent film producer based in New York City. After establishing himself as a first assistant director in the mid 1990s, he moved up the ranks of the New York independent film world, eventually establishing himself as a producer. Tseng is a frequent collaborator of filmmaker Todd Solondz, credited as Co-Producer on his 2011 film Dark Horse, and Producer on Life During Wartime (2009) and “Palindromes” (2004).

On a cold afternoon, with snow on the ground, a high school band is practicing for the last football game, when they hear gunshots. The film abruptly flashes back to a few weeks before, to a Chinese restaurant where a high school boy named Arthur (Michael Angarano) buses tables, and his ex-babysitter, Annie (Kate Beckinsale), and her best friend, Barb (Amy Sedaris), are waitresses. Arthur, who's a bit of a misfit, has a troubled home life caused by his constantly clashing parents, both of whom often forget about him. Annie's life isn't faring much better: she's now a single mother with an ill mother, separated from her husband, Glenn (Sam Rockwell), who's on the wagon and becoming a born-again Christian in order to prove that he is responsible enough to spend time with their young daughter, Tara. Depressed and lonely, Annie is having an affair with Barb's husband, Nate (Nicky Katt), which eventually serves to only make her unhappier, as she feels great guilt over betraying her best friend. Desperate to prove himself and still harboring feelings for his estranged wife (whom he suspects is seeing someone), Glenn gets a new job and spends as much time as possible with Tara. Meanwhile, Arthur finds himself growing close to Lila (Olivia Thirlby), a new student at the high school who has a knack for photography.

Paul is a womanizer in his early twenties who lives in a small Southern town, where he earns a living fixing cars for his uncle. The film takes place in the fictional town of Spurbury, Vermont, near the Canadian border. The plot centers on five Vermont state troopers who seem to have more of a knack for pranks than actual police work. Most of their time is spent devising new ways of messing with the heads of the people they pull over and hazing "Rabbit," a new recruit. They also find time to torment their easily infuriated radio dispatcher, Rodney Farva, who has been exiled from patrol work because he was involved in a fight with several students during a questionable traffic stop of a school bus, which is later revealed during the credits. Their days of pranking and slacking off are cut short when the troopers suddenly find themselves attempting to solve a murder, bust a drug-smuggling ring, and avoid having their post eliminated by the state's impending budget cut — resulting in their transfer, or quitting and opening up a roller disco.
