"Smiler" Grogan (Jimmy Durante), wanted by police in a tuna factory robbery fifteen years ago and on the run from the police, careens his 1957 Ford Victoria off twisting, mountainous State Highway 74 near Palm Springs in Southern California and crashes. Five motorists stop to help him - Melville Crump (Sid Caesar), a dentist, Lennie Pike (Jonathan Winters), a furniture mover, Dingy Bell (Mickey Rooney) and Benjy Benjamin (Buddy Hackett), two friends on their way to Las Vegas, and J. Russell Finch (Milton Berle), who owns Pacific Edible Seaweed Company in Fresno. Just before he dies, Grogan tells the five about $350,000 buried in Santa Rosita State Park near the Mexican border under a mysterious "big W".

Allen Bardeman (Robert Douglas) is a prominent, married lawyer who collects money from the numbers racket for the syndicate. His legal secretary, Angela Walsh (Vera Miles), is also his mistress, and he provides her with a house of her own, where Sam Henry (Robert Bailey) – a corrupt New York City administrator who acts as a "bag man" for the syndicate – makes a weekly visit to pick up money from Bardeman. Bardeman 's lavish lifestyle and tax problems have placed him deeply in debt. Angela urges him to solve his money problems by staging a robbery of the syndicate 's money, using a man he knows will do it for him. She then visits Ed Rackin (Ken Lynch), a nightclub owner who looks out for the syndicate 's local interests and who Henry also visits to collect syndicate numbers proceeds. Their conversation reveals that Bardeman is unaware that they know one another, and that Angela is scheming with Rackin to make off with Bardeman 's money after the staged robbery and run off together.

On her piano, eight year old Rhoda Penmark (Patty McCormack) plays the French song "Au clair de la lune", while her father (William Hopper) says his goodbyes to her and his wife, Christine (Nancy Kelly), as he goes away on military duty. Their neighbor and landlord, Monica Breedlove (Evelyn Varden), comes in with a present for Rhoda - a locket. The film sees US Deputy Marshal Dan Lawson teaming up with RCMP Sergeant Gray to go undercover and capture the nefarious smuggler Bart Randall. Lawson, posing as an outlaw called Laramie, is ready to infiltrate the gang led by Randall, a self-styled Gun Emperor of the Northwest, who is wanted for murder and bank robbery in the United States. In addition to the difficulties inherent in the mission, Lawson has other issues to deal with, including the use of a fake totem and flying a hydra plane to overawe the menacing Indians and regenade whites. He also is aided in his search by Donna Blaine, who is suspected at first of giving information to Randall, but who in reality is a Canadian secret agent investigating Randall's illegal gun trading with the Indians.

Robert "Dutch" Holland (James Stewart) is a professional baseball player with the St. Louis Cardinals,. A B-29 bomber pilot during World War II, he is also an officer on inactive status in the United States Air Force Reserve. During spring training in St. Petersburg, Florida, he is recalled to active duty for 21 months.
