Following release from prison, Daniel "Danny" Ocean (George Clooney) violates his parole by traveling to California to meet his partner-in-crime and friend Rusty Ryan (Brad Pitt) to propose a caper. The two go to Las Vegas to pitch the plan to wealthy friend and former casino owner Reuben Tishkoff (Elliott Gould). The plan consists of simultaneously robbing the Bellagio, The Mirage, and the MGM Grand casinos. Reuben's familiarity with casino security makes him very reluctant to get involved, but when he starts to think of it as a good way to get back at his rival, Terry Benedict (Andy García), who owns all three casinos, Reuben agrees to finance the operation. Terry Benedict (Andy García) locates all eleven members of Danny Ocean's (George Clooney) gang, demanding they return the $160 million they stole from his casinos plus $38 million interest. Short by half, the group schemes to stage another heist in Europe to avoid problems with United States authorities. An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.

Bobby "Carlo" Powers and Detective Salvatore "Sal" Procida are having a conversation in a car when Sal unexpectedly shoots Carlo, grabs a bag of money from Carlo's lap and flees, then confesses to a priest, asking for help with his dire situation; his wife is pregnant with twins, in a house too small for their four children and has wood mold, which jeopardizes his family's health. Desperate to move, Sal has arranged to purchase a larger home through a woman who owes him a favor. The down payment is due the following Tuesday, and Sal is still short. Sal is a highly skilled and accomplished narcotics detective, but has begun to pocket drug money from raids.

Tensions between the Hutu and Tutsi peoples lead to a war in Rwanda, where corruption and bribes between politicians are routine. Paul Rusesabagina (Cheadle), the manager of the Sabena owned Hôtel des Mille Collines, is Hutu, but his wife Tatiana (Okonedo), is Tutsi. His marriage is a source of friction with Hutu extremists, most prominently Georges Rutaganda (Kae-Kazim), a friendly goods supplier to the hotel who is also the local leader of Interahamwe, a brutal Hutu militia.
