In 1898, Sir Robert Beaumont (Tom Wilkinson), the primary financier of a railroad project in Tsavo, Kenya, is furious because the project is running behind schedule. He seeks out the expertise of John Henry Patterson (Val Kilmer), an Irish military engineer, to get the project back on track. Patterson travels from England to Tsavo, telling his wife, Helena, he will complete the project and be back in London for the birth of their son. He meets supervisors Angus Starling (Brian McCardie) and Samuel (John Kani), (the film's narrator), and the doctor, David Hawthorne (Bernard Hill). Hawthorne tells Patterson of a recent lion attack.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. When Vice Admiral Jim Greer (Jones) is stricken with terminal cancer, Jack Ryan (Ford) is appointed Deputy Director of Intelligence and is asked to go before the U.S. Congress to request increased funding for ongoing (CIA) operations in Colombia.

In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

Dr. Richard Kimble, a prominent Chicago vascular surgeon, arrives home to find his wife Helen fatally wounded by a one-armed man. Kimble struggles with the killer but he escapes. The lack of evidence of a break-in, Helen's lucrative life insurance policy, and a misunderstood 9-1-1 call result in Kimble's conviction of first-degree murder. Being transported to death row by bus, his fellow prisoners attempt an escape. The pandemonium sends the bus down a ravine and into the path of an oncoming train. Kimble escapes the collision and flees. Deputy U.S. Marshal Samuel Gerard and his colleagues Renfro, Biggs, Newman and Poole arrive at the crash site and begin the search for Kimble. Kimble sneaks into a hospital to treat his wounds and alter his appearance. He eludes the authorities, but Gerard corners him at the edge of a storm drain over a dam. Kimble leaps into the raging water and escapes.

In 1945 Las Vegas, World War II veteran Frank Harris (Brad Pitt) returns to his mother. Riding on a motorcycle that he won in Italy during his service, Frank and his mother are struck by a drunk couple. Frank survives, but his mother dies. As an ambulance truck takes her away, Frank is transported to "Cool World", an animated city of surrealistic landscapes and random cartoon violence. He was inadvertently teleported by Dr. Vincent Whiskers (Maurice LaMarche), a doctor who created a "spike" that was supposed to take him to the real world, but brought Frank to Cool World instead. Whiskers finds Frank useful enough to run things in the Cool World while he is gone to the real world.

Adrienne Saunders (Hawn) is happily married to her art dealer husband, Jack (Heard). They have a daughter named Mary (Peldon). Adrienne hears from a friend that she thought she saw Jack in town when he claimed to be on an out of town business trip. Adrienne confronts him, but he denies being in town, and their lives continue. Soon after a museum curator is mysteriously murdered, and a relic that Jack bought for the museum is revealed to be a fake. Jack is placed under suspicion, and then Adrienne receives word from the police that Jack perished in a car accident. During the American Civil War, Captain Robert Shaw is injured in the Battle of Antietam and sent home to Boston on medical leave. He visits his family there, where he meets the abolitionist Frederick Douglass, a former slave. Shaw is offered a promotion to the rank of Colonel to command the first all-black regiment in the Union Army, the 54th Regiment Massachusetts Volunteer Infantry. He accepts and asks his childhood friend, 2nd Lieutenant Cabot Forbes, to serve as his second in command, with the rank of major. Their first volunteer is another friend, Thomas Searles, a bookish free African American. Other recruits soon follow, including gravedigger John Rawlins, timid freeman Jupiter Sharts and Silas Trip, an escaped slave who does not trust Shaw. Trip instantly clashes with Searles and Rawlins must keep the peace.
