The movie opens with Mystery, Inc. being pursued by a moat monster. After an accident with Scooby-Doo (Scott Innes), he is caught and revealed to be a counterfeiter. This is actually an old case of the now-dissolved Mystery, Inc., who went their separate ways because they were frustrated with their mysteries having all involved mere crooks in monster costumes, as told on a talk show program by Daphne Blake (Mary Kay Bergman), who now, along with Fred Jones (Frank Welker), is running a successful TV series Coast to Coast with Daphne Blake, which involves her and Fred going to historic and inspiring places all across the country. For the show's upcoming second season, Daphne intends to visit haunted and mysterious places and track down real ghosts. When Daphne confesses on air that she misses the gang and that she wishes they were with her, Fred arranges a reunion and contacts Velma Dinkley (B.J. Ward), who has gone on and become the proprietor of a mystery bookstore, and Scooby and his owner Shaggy Rogers (Billy West), who have been bouncing from job to job, including working in customs at an airport, from which they were just fired after eating all the confiscated imported foods. Since his last encounter against Batman, Mr. Freeze has found a home in the Arctic and started a family (of sorts) with the still cryogenically-encased Nora, an Inuit boy named Kunac, and two pet polar bears, Hotchka and Shaka. In 994, Castle Wyvern of Scotland is attacked by Vikings, led by the ruthless Hakon. The resident warriors struggle to repel the attack until the sun set, and at night, the seemingly lifeless stone gargoyle statues awaken, revealing themselves to be real living gargoyles. Goliath and his powerful gargoyle clan subsequently defend the castle and successfully forced the Vikings to retreat. The human captain of the guard sees them as heroes, but their heroism appears to do nothing to earn appreciation from Princess Katherine, the court wizard Magus, or the other human residents, most of whom still see their gargoyle protectors as monsters and treat them with prejudice. Goliath's lover and the Captain argued that the gargoyles deserve more praise and dignity, especially since their castle was built on top of the land that originally belonged to the gargoyles, but Goliath adamantly insists that they must endure being misunderstood and protect the castle and all of its residents. Pessimistic Richard Tyler (Macaulay Culkin) lives life based on statistics and fears everything. His exasperated parents (Ed Begley, Jr. and Mel Harris) have tried multiple ways to build up the courage of their son, but to little success. Richard is sent to buy a bag of nails for building a treehouse. However, Richard gets caught in a harsh thunderstorm and takes shelter in a library. He meets Mr. Dewey (Christopher Lloyd), an eccentric librarian who gives him a library card, despite Richard's protests he doesn't want a book, since he's only there to escape the storm. During a conference of crime bosses held in a Gotham City skyscraper, gangster Chuckie Sol is killed by a mysterious cloaked figure, shortly after Batman bursts in on the meeting. In the Australian Outback, a young boy named Cody rescues and befriends a rare golden eagle named Marahute, who shows him her nest and eggs. Later on, the boy unknowingly falls into an animal trap set by Percival C. McLeach, a local poacher wanted by the Australian Rangers. When McLeach finds one of the eagle's feathers on the boy's backpack, he is instantly overcome with excitement, for he knows that catching an eagle that size would make him rich because he had caught one before, which was Marahute's mate. The series opens with Don Karnage and his band of air pirates hijacking and boarding a plane owned by Shere Khan to steal a box containing something that the pirates want. However, after Karnage and his men return with the box to their mothership, the Iron Vulture, a young bear-cub named Kit Cloudkicker steals the box and then leads the pirates through a chase sequence that results in him jumping off the ship and cloud-surfing out of the area with his trusty airfoil, hitching a ride over to a tavern owned by Louie, wherein he hides the box. Karnage and his men bust in, and Kit annoys them some more before escaping and following customer Baloo, who allows him to ride in his cargo plane, which he has named the Sea Duck. The air pirates give chase, with Baloo not understanding why they are after him. However, he manages to elude them by flying to the city of Cape Suzette, where the air pirates cannot enter because the people working the cliff guns (which are anti-aircraft artillery pieces) keep shooting at them., 1h23

The film tells the story of the original discovery of Kerium (a fictional ore that serves as the main plot element of the TV series), and of how protagonist Bravestarr first opposed Tex Hex (an outlaw) and his master Stampede (an evil spirit) on the planet of New Texas. It also introduces his allies: J.B. McBride (a female judge), Thirty/Thirty (a belligerent cyborg stallion capable of assuming a bipedal stance), Deputy Fuzz (one of the indigenous people of New Texas), and the Shaman (Bravestarr's mentor). At the beginning of the story, the Shaman establishes himself on New Texas, to challenge Stampede, who earlier destroyed the shaman's nation in the attempt to absorb a metaphysical power owned by them: vaguely described, but identified as the source of the shaman's magic, and exploited by his people as a fuel-source. Soon afterward, Stampede acquires Tex-Hex and his sidekick Skuzz as assistants; and these, in turn, assemble a gang of robbers. Distraught by their depredations, the colonists of New Texas demand the installation of a 'Planetary Marshal' to police their colony; and protagonist 'Bravestarr' (the shaman's protege) is appointed, alongside Judge J.B. McBride. At their first encounter, Bravestarr humiliates Tex-Hex, who in turn separates him from the colony. In search of him, J.B. is attacked by highwaymen, but rescued by the 'Prairie People': a species of anthropoid marmot, native to New Texas, but hitherto ignored by the colonists. Soon, she befriends the Prairie People, and they accept her authority. Meanwhile, Bravestarr reconnects with the Shaman, and acquires a new partner in Thirty/Thirty. Ultimately, Stampede sends an army of undead monsters against the colony; but these are repelled by the joint efforts of Bravestarr, Thirty/Thirty, J.B., and the Prairie People, whereas Stampede and Tex-Hex are banished by the Shaman's energized staff. In conclusion, Bravestarr, Thirty/Thirty, J.B., and Bravestarr's deputy 'Fuzz' ride to Starr Peak (the Shaman's sanctuary) to converse with him in safety., 1h20

A stunt pilot trio called the "Flying Angels" (Scott Masterson, Chuck Gavin, and Beth O'Brien), are caught in a bizarre flash of light and crash, only to emerge unharmed. They are later informed by an agent of an interstellar peace-keeping agency (whose secret identity is the groundskeeper at a Pebble Beach golf course) that they have become the host bodies of warriors from the planet Altara in M78 to capture escaped monsters from the planet Sorkin who have arrived on Earth. They become the Ultra Force, headquartered within Mount Rushmore, and are assisted by a trio of robots, (the pint-sized Andy, the strong Samson, and the twitchy Ulysses). Although equipped with futuristic fighter crafts, inevitably one or more of the team is required to transform into an Ultraman, a gigantic red and silver superhuman being, to battle the monsters. After destroying the most powerful Sorkin monster, the constantly growing King Maira, the Ultra Force remains together to combat further threats to planet Earth.
