Ed Wynn (born Isaiah Edwin Leopold on November 9, 1886 – June 19, 1966) was an American comedian and actor noted for his Perfect Fool comedy character, his pioneering radio show of the 1930s, and his later career as a dramatic actor.

Wynn began his career in vaudeville in 1903 and was a star of the Ziegfeld Follies starting in 1914. During The Follies of 1915, W. C. Fields allegedly caught Wynn mugging for the audience under the table during his "Pool Room" routine and knocked him unconscious with his cue. Wynn wrote, directed, and produced many Broadway shows in the subsequent decades, and was known for his silly costumes and props as well as for the giggly, wavering voice he developed for the 1921 musical review, The Perfect Fool.

Il eut ses premiers succès à Broadway dans The Perfect Fool (1921), sera de la distribution de l'émission radiophonique Texaco's Fire Chief de 1932 à 1939 avant de se tourner vers le petit écran dans les années 1950 où il jouera dans Requiem for a Heavyweight (dont le rôle lui vaudra un prix Emmy en 1956) et au cinéma, notamment dans The Diary of Anne Frank (film pour lequel, il sera nommé à l'Oscar). Parmi ses derniers films, notons The Greatest Story Ever Told (1965) et Mary Poppins (1964).

The story opens with the children's grandfather, D.J. Mulrooney (Walter Brennan), a well-known executive officer of a vast timber-trading company. D.J. is an eccentric and passionate man with a distinctive snore, as well as vast dedication and determination. D.J. is going to Seattle to sell 50,000 acres of timberland. D.J. takes his personal, customized 1930 Rolls-Royce Phantom II on the trip. In a brief conversation with his Company Head of Security, Ralph Yarby (Richard Deacon), we learn that the car was purchased after D.J. earned his first US$1 million. His first stop is The Airport where he picks up his grandchildren Elizabeth (Karen Dotrice) and Rodney (Matthew Garber) who are to accompany D.J. on his trip to Seattle. The children ask about the Rolls, to them an unusual car, and D.J. compares the Rolls with his first car back in Ireland, a one horsepower "Jaunty Car".

La famille Calloway vit dans la forêt juste en dehors de la petite ville de Swiftwater en Nouvelle-Écosse. Le père Cam rêve de construire un sanctuaire pour les oies sauvages qui migrent. In Edwardian London, 1910, Cockney one-man band Bert is entertaining a crowd when he senses a change in the wind. Afterwards, he directly addresses the audience and gives them a tour of Cherry Tree Lane, stopping outside the home of the Banks'. George Banks returns home from his job at the bank to learn from his wife Winifred that their hired nanny, Katie Nanna, has left their service after his children, Jane and Michael, ran away again. They are returned shortly after by the local constable, who reveals that the children were dragged away by their kite. The children ask their father to help build a better kite, but he dismisses them. Taking it upon himself to hire a nanny, George advertises for a stern, no-nonsense nanny. Jane and Michael present their own advertisement for a kinder, sweeter nanny, but George rips up the letter and throws the scraps in the fireplace, which magically float up and out into the air.

Professor Ned Brainard's discovery of Flubber has not quite brought him or his college the riches he thought. The Pentagon has declared his discovery to be top secret and the IRS has slapped him with a huge tax bill, even if he has yet to receive a cent. He thinks he may have found the solution in the form of "Flubbergas," (the "son" of Flubber) which can change the weather. His wife Betsy becomes fed up with all the stress and starts separating from him, and the professor's old rival Shelby starts trying to woo her again. Brainard's experiments continue, by making it rain inside people's houses, as well as in Shelby's car too while he's driving, which causes him to get into an accident with a police car. It also helps Medfield College's football team to win a game, but it also has one unfortunate side effect: It shatters glass, which eventually places Brainard on the lam. At home, his wife Betsy is jealous of the attention lavished on him by an old high school girlfriend. On trial, Ned's future seems hopeless, until a farmer shows the court that his crops grew extra large because of Ned's experiment, which the farmer names "Dry Rain", and the professor is acquitted, and he and Betsy are reunited.

The film begins as if it were a stage play presented by Mother Goose (and her wise-cracking, talking goose companion, Sylvester) about two nursery rhyme characters, Mary, Mary Quite Contrary and Tom the Piper's Son, who are about to be married. At the same time, the miserly and villainous Barnaby is hiring two crooks, Gonzorgo and Rodrigo, to throw Tom into the sea and steal Mary's sheep, thus depriving her of her means of support, and forcing her to marry Barnaby instead. (Mary has just come into a huge inheritance of which she is obviously unaware, but somehow–it is never explained how–Barnaby knows about it and intends to get it for himself.) After bopping Tom on the head with a hammer and tying him in a bag, the two henchmen, dimwitted Gonzorgo and silent Roderigo, pass by a gypsy camp. They decide to sell Tom to the Gypsies instead of drowning him in order to collect a double payment.

Professor Brainard (pronounced BRAY-nerd) is an absent-minded professor of physical chemistry at Medfield College who invents a substance that gains energy when it strikes a hard surface. This discovery follows some blackboard scribbling in which he reverses a sign in the equation for enthalpy to energy plus pressure times volume. Brainard names his discovery Flubber, which is a portmanteau of "flying rubber." In the excitement of his discovery, he misses his own wedding to Betsy Carlisle, not for the first time. Subplots include another professor wooing the disappointed Miss Carlisle, Biff Hawk's ineligibility for basketball due to failing Brainard's class, Alonzo Hawk's schemes to gain wealth by means of Flubber, the school's financial difficulties and debt to Mr. Hawk, and Brainard's attempts to interest the government and military in uses for Flubber.
