Edgar Livingston Kennedy (April 26, 1890 – November 9, 1948) was an American comedic film character actor, known as "Slow Burn". A slow burn is an exasperated facial expression, performed very deliberately; Kennedy embellished this by rubbing his hand over his bald head and across his face, in an attempt to hold his temper. Kennedy is known for a small role as a lemonade vendor in the Marx Brothers film Duck Soup, as well as the many Hal Roach films he appeared in.

The film opens in Los Angeles, where Doug Blake (Carson) is dumped as a manager by Gary Mitchell (Bowman). Joe Brady and Clarence Doolittle are Navy sailors who have a four-day leave in Hollywood. Joe has his heart set on spending time with his girl, the unseen Lola. Clarence, the shy choir boy turned sailor, asks Joe to teach him how to get girls. Donald, a little boy who wants to join the navy, is found wandering around the boulevard by a cop, who takes him to the police station. Clarence and Joe end up being picked up by the cops to help convince Donald to go home. After the two sailors wait at home and entertain Donald, Donald's Aunt Susie arrives. Clarence is smitten with her from the beginning. Susan goes on to tell them that she has been trying to find work in music, and longs to perform with José Iturbi. Trying to make Susan impressed with Clarence, Joe tells her that Clarence is a personal friend of Iturbi, and that he has arranged an audition for Susan with him. That night, they go out to a cafe, where Clarence meets a girl from Brooklyn, and they hit it off. The next day, Joe visits Donald's school, and tells the kids the story of how he got his medal, and how he brought happiness to a lonesome king (played by Jerry Mouse of Tom and Jerry), and joy to the forest animals of the kingdom.

In the 1890s, Lawrence Stevens (Dick Powell) is an obituary writer unhappy in his job who is given, by a ghostly deceased newspaper man named Pop Benson (John Philliber), a newspaper that has tomorrow's news. He uses the paper to write stories and get the scoop on other reporters, but this also brings him under the suspicion of Police Inspector Mulrooney (Edgar Kennedy), who wants to know how Stevens always seems to know what's going to happen and where, mainly a robbery at a theater's box office during a performance. Stevens and his new girlfriend Sylvia (Linda Darnell) – half of a clairvoyant act with her uncle Oscar Smith (Jack Oakie) – have a number of adventures, until her uncle mistakenly thinks that Stevens has consorted with his niece in her boarding house room. The uncle attempts to intimidate Stevens into marrying her, not knowing that Stevens has come to him to ask for her hand.

Set during World War II, just after Pearl Harbor, Stan (Stan Laurel) and Ollie (Oliver Hardy) try their hand at various business ventures. Their store opens and closes in various guises but without success. They finally open it as a bicycle store, but it goes bankrupt and they close it down to enlist in the army. They fail in every attempt to succeed in the military and return to their home town Huxton only to find out that their store now is open, with a man named Eustace Middling (Donald Meek) in charge, selling radios instead of bicycles. But Middling offers the unfortunate brothers to share the space in a joint venture. Stan and oliie don't realize that Middling in fact is a German spy, using the shop as a front to cover a base for espionage on the US Military. The brothers also join the civil defense by becoming air raid wardens in Huxton. To complete their training, they have to take part in an advanced military drill, and Stan of course manages to get the wrong assignment—one that is far more complicated than they can handle. They set out on their mission, to rescue a very prominent banker, J.P. Norton (Howard Freeman), from a fire. They fail hugely with their mission, ending up burying the banker alive in a huge load of sand. Still, they are given one more chance to prove their aptitude as air raid wardens, involving the task of ensuring that all the town citizens turn off their lights at night. They get into a quarrel with one of the more troublesome inhabitants, Joe Bledsoe (Edgar Kennedy), resulting in a commotion and a rumor that spy activity is taking place in Joe's home. The brothers are knocked out, and in the end they are finally dismissed from the corps altogether. When they return to their shop, they happen to overhear the psies speaking German, and follow them to a hide-out outside of town. They find out that Middling's real name is Mittelhause, and overhear him talking about blowing the town's magnesium plant to pieces with another spy, Rittenhause (Henry O'Neill). The brothers try to send a message to the civil defense, but instead they are captured by the German spies. Stan accidentally knocks out one of the spies and the boys manage to flee and alert the civil defense, who arrive at the plant just in time to stop the sabotage. Stan and Ollie also expose Middling as a German spy.
