Five years after the first film, Crown Princess of Genovia Amelia "Mia" Thermopolis (Anne Hathaway) has just graduated from Princeton University's Woodrow Wilson School and is returning to Genovia with her bodyguard Joe (Héctor Elizondo) and beloved cat Fat Louie. There, she will await her reign once her grandmother, Queen Clarisse (Julie Andrews), steps down as Queen. During Mia's 21st birthday party, she dances with all the eligible bachelors in hope of finding a husband. She becomes attracted to a handsome young gentleman named Nicholas (Chris Pine). During the course of the night, Mia's tiara falls off and is caught by Parliament member Viscount Mabrey (John Rhys-Davies) who secretly plans to steal Mia's crown. While the Parliament is in-session the next morning, Mia stumbles upon a hidden room that allows her to secretly listen in. Viscount Mabrey reveals his nephew, Lord Devereaux, is another heir to the Genovian throne. Despite Queen Clarisse's objection, the only way Mia can assume her duties as Queen is if she marries within the month. Clarisse invites Lord Devereaux to stay at the palace, while Mia is shocked to discover Lord Devereaux is Nicholas. Mia's best friend Lilly Moscovitz (Heather Matarazzo) surprises her by visiting. Together, they pick through potential husbands. Mia eventually chooses Andrew Jacoby (Callum Blue), Duke of Kenilworth and days later they are engaged. Mabrey plans to have Nicholas woo Mia and dissolve the engagement.

Tom Turner, a con artist, is busted working cons to pay off his gambling debt to a loan shark. He is sentenced by the judge to find a full-time job by the end of the year and keep it, or be sent to jail. He finds work at the post office sorting mail in the dead letter office. Surrounded by quirky coworkers, Tom finds out what happens to letters addressed to the Easter bunny, Elvis, and God, and out of curiosity reads one of the letters sent to God. While reading the letter, sent by a needy single mother, Tom drops his paycheck and it is mailed back to the single mother. When Tom comes to retrieve his paycheck he sees the good it has done and leaves, not knowing that his burnt out workaholic lawyer coworker sees him doing so. Believing Tom sent the money on purpose, she rallies the rest of the dead letter office workers to continue what Tom has started. Tom, becoming the unwilling leader of the group, starts answering more and more letters sent to the post office asking God for help. Hilarity ensues as the group answers more prayers, enriching people's lives, while Tom tries to find love with a coffee bar waitress and keep out of jail.

John Bourgignon (Candy) is an amiable chauffeur and would-be drummer who is engaged to the daughter (Mills) of an extremely disapproving United States congressman (Hingle). As the wedding date approaches, Bourgignon's sleazy film-director friend (Levy) blackmails the senator into allowing him to record the ceremony, while Bourgignon runs afoul of a motorcycle gang and later finds himself kicked out onto the nighttime city streets while handcuffed to a dead man (Hudson). Worst of all, a local aerobics studio has become the front for an inept religious cult which has targeted the senator for assassination, and attempts to drug and brainwash Bourgignon into killing his future father-in-law during the wedding ceremony. In the end, with the questionable help of his even more hapless friend (Flaherty), Bourgignon more or less saves the day, and more or less lives happily ever after.

The movie opens with a young woman fending off an attempted rape. In the process the would-be rapist accidentally falls off a cliff to his death. Circumstantial evidence places 16-year-old delinquent Silver (played by a 27-year-old Van Doren) at the scene and she is sent to Girls Town, a rehabilitation village run by a group of nuns.
