Tom Ludlow (Keanu Reeves) is a disillusioned LAPD Vice detective working for a unit known as Vice Special and haunted by the death of his wife. Working undercover, he meets with Korean gangsters (whom he believes have kidnapped two Korean schoolgirls) in a parking lot, who are looking to buy a machine gun from him. After a vicious beatdown, the Koreans then proceed to steal Tom's car. Tom however planned on this and has the cops locate the vehicle via GPS. Upon arrival at their hideout, Tom storms in and kills the four inside with his .45 Smith & Wesson 4506 pistol, and then locates the missing children after covering up what really happened. While the other officers in his unit congratulate him, he is confronted by his former partner, Detective Terrence Washington (Terry Crews). Washington no longer approves of the corruption and deception and has gone straight, reporting the problems to Captain James Biggs (Hugh Laurie), of internal affairs, who starts an investigation against Ludlow.

The film is the story of Sgt. Oscar Padilla, member of an elite military unit designed for covert operations. His first mission: assassinate Saddam Hussein prior to the beginning of the 2003 Iraq War. Unfortunately the mission is compromised; Padilla is captured and tortured by the Iraqis. Later, Padilla is rescued, but is severely damaged by his ordeal. Back in the United States, he escapes from the lock down ward of the military hospital where he is being treated. Given what he knows about the illegal attempt at political assassination, he is considered dangerous. As the leader of the unit that trained Padilla, Colonel Allen is sent with specific orders to go find him and "solve the problem" permanently. Allen intends to convince Padilla to come back. As it turns out, there was no real-life mission at all: it was the final, most severe training exercise that broke Padilla's soul – and mind. The film raises questions about the moral obligations of the use of military power, and the methods that the U.S. uses to train and ultimately sacrifice its own soldiers.

Peter Parker plans to propose to Mary Jane Watson, who has just made her Broadway musical debut. A meteorite crashes near the two in Central Park, and an extraterrestrial symbiote attaches itself to Peter's moped. While fleeing police, escaped prisoner Flint Marko falls into a particle accelerator that fuses his DNA with surrounding sand, allowing him to shapeshift at will as the Sandman. Peter's best friend, Harry Osborn, who blames him for his father's death, attacks Peter using weapons based on his father's Green Goblin technology. Harry injures his head and suffers partial amnesia, forgetting that Peter is Spider-Man and his desire for revenge. During a festival honouring Spider-Man, Marko robs an armored car. NYPD Captain George Stacy tells Peter and Aunt May that Marko was Uncle Ben's killer, and Dennis Carradine was only an accomplice. While a vengeful Peter sleeps, the symbiote bonds with him. Peter wakes up hanging from a skyscraper. His costume becomes black and his powers increase, but the symbiote brings out Peter's dark side.
