Felton Perry (born September 11, 1945) is an American actor. He is known for his role as Inspector Early Smith in the 1973 movie Magnum Force, the second film in the Dirty Harry series. Felton's other well-known role is in the 1987 science fiction movie RoboCop as Donald Johnson, the executive at the corporation Omni Consumer Products (OCP). He reprised his role as Johnson in the sequels RoboCop 2 (1990) and RoboCop 3 (1993).

The film begins with a rogue agent, Maclain (Kate Orsini), in one of the rooms in the Bodega Bay Inn, reading Toulon's diary, hoping to find some secret to the formula. The diary bursts into flames. As Maclain enters the basement, she finds a man named Eric Weiss (Jacob Witkin) talking to the last Toulon puppets: Blade, Pinhead, Jester, Tunneler, and Six Shooter. Eric explains that he knew Toulon before he died, and that he swore he wouldn't pass it to anyone else. Maclain threatens Eric with a gun. Eric then takes out a tape recorder, and plays a recording that Toulon left him.

After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City.
