Martin Freeman plays frustrated TV producer Chris, a self-opinionated wannabe screenwriter (with a particular dislike of British films featuring quirky secondary characters and plastic gangsters) who is forced to leave his unreliable flatmate Bob played by Velibor Topic in charge of showing a series of estate agents around the house he is trying to sell. Worried by Bob's habit of spending all day "working" in the basement playing loud music, Chris asks his friend to listen out for the door bell and show anyone who comes calling inside. Richard "Richie" Twat and Edward "Eddie" Elizabeth Ndingombaba (Rik Mayall and Adrian Edmondson) run the worst guest house in the United Kingdom ("You're not in any of the guidebooks. Nobody for miles around - an oasis of calm. Even the peasants in the village denied its existence."), neighbouring a poorly maintained nuclear power station. The chef is not only unable to cook, but is both an idiotic drunkard and an illegal immigrant and eventually leaves due to not being paid ("Have you seen Pascal? Oh, damn. I'll have to phone the psychiatric hospital, he's probably checked himself in again!"). The guests (one of them played by Bill Nighy) are thoroughly dissatisfied by the poor service, and all decide to leave, except for one "Mrs Foxfur" (Fenella Fielding) who lives there.

In not-so-merry-old-England during the 13th Century, the neurotic Prince John (Roddy McDowell) sits on the throne, supported by his evil henchman, Sir Guy of Gisbourne (Tom Baker) and constantly ridiculed by his mother, Eleanor of Aquitaine (Janet Suzman). While celebrating his birthday, the Prince becomes unhappy when he discovers his older brother, Richard, is not dead as everyone thought but rather being held for ransom in Austria. As Richard is the rightful King of England, this creates a problem for Prince John. However, Gisbourne openly suggests that they tax the Saxon peasants to raise the ransom, while secretly confiding in the Prince that the King will most likely die of pneumonia before the year is out and that they will keep the money.

Kenneth Williams and Barbara Windsor are imprisoned in a Pinewood Studios projection room and trawl through film can after film can of the classic Carry On series. Kenneth is delighted with the slap-up food hamper and champagne, while Barbara loads the vintage clips. As the films remorselessly play out, Kenneth feels the need to relieve himself but Barbara is determined to plough through every film. Finally, scenes of speedy roadside urinating from Carry On at Your Convenience prove too much for Kenneth to bear but he holds back the flow to enjoy his finest role as the Khasi in Carry On... Up the Khyber. While Kenneth pontificates about the glories of the Empire, Barbara leaves the projection room and locks her co-star in. Unable to hold out any longer, Kenneth goes against the projection room door.

One morning in the magic garden, Dougal the dog is yelling at his cuckoo clock for dropping its pendulum on his bed. He suddenly realises that something strange happened last night, and he takes the train to speak to Zebedee about it. After a talk with Ermintrude (who is standing on the railway track), Brian (who is a bit faster than the train), Dylan (who is watching the mushrooms grow), and Mr. Machenry (who is tending his crops), he finds Zebedee conducting an orchestra of French lollipops. Once the lollipops leave on the train, Dougal tells Zebedee about what happened last night. He got to bed early, because he was tired from all his work. After a few seconds of sleep, he woke up. He got out of bed and heard a loud shriek. It was an owl who said to him "'Allo, cheeky!". Dougal then heard something even more sinister. A voice. After he hears the voice, he hears a second, female voice. They were coming from the old treacle factory, which had been shut down. After observing the scene from a red tree, he hears the female voice again. He returned to his bed and got back to his rest. After the flashback, Zebedee asks Dougal if he was not dreaming. After Dougal asks himself if he's "going dotty", Zebedee bounces away. Dougal then goes to see Florence.

The film opens in Edwardian times in Hocombe Woods, where Doris Mann (Angela Douglas) and Albert Potter (Jim Dale) are courting. When Albert searches the woods for a Peeping Tom, Doris is abducted by a monster named Oddbod (Tom Clegg), which leaves a finger behind. Albert, finding the finger, rushes to the police station and reports the matter to Detective Constable Slobotham (Peter Butterworth), who in turn tells his superior, the henpecked Detective Sergeant Sidney Bung (Harry H. Down at the local labour exchange, everyone is moaning about the lack of decent jobs, unaware that nearby Bert Handy and his secretary Miss Cooling are attempting to fill vacancies, at a new enterprise called Helping Hands. When word gets round, people are quick to visit the agency, notably Sam Twist, Francis Courtenay, Delia King, Gabriel Dimple, Lily Duveen, Mike Weston and Montgomery Infield-Hopping. Bert decides to hire them all and at first business is slow. The only customer is a man who speaks gobbledygook but since Francis (who can speak 16 languages) isn't present nobody can understand him and he goes on his way. Within a few days business picks up and Delia has an assignment to try on a complete women's wardrobe for Mr Delling, a gentleman who is planning a surprise for his wife. However things get complicated when the man's wife arrives home unexpectedly.
