Pierre et ses amis aiment tout particulièrement se nourrir des légumes du jardin appartenant au vieil homme habitant près de leur terrier. Six ans après les événements du premier film (Les Mondes de Ralph), Ralph La Casse et Vanellope restent toujours les meilleurs amis du monde et s'amusent chaque nuit à jouer ensemble. Alors que Ralph est heureux de la vie qu'il a, Vanellope avoue être ennuyée par son jeu, qui est trop prévisible, et aimerait de la nouveauté. Un jour, Ralph essaie d'exaucer son souhait en créant une course bonus dans l'un des circuits. Vanellope va contre la joueuse de la borne d'arcade pour profiter de la course à fond, tant et si bien que la joueuse, en forçant trop sur le volant, le casse. La situation paraît désespérée lorsque le propriétaire de la salle d'arcade, M. Litwak, annonce que le créateur de Sugar Rush a fait faillite, quand l'un des adolescents trouve un volant sur eBay. Cependant, M. Litwak le trouve trop cher et n'a d'autre choix que de débrancher la borne de Sugar Rush, laissant tous les personnages du jeu sans abri.

A girl named Riley is born in Minnesota, and within her mind, five personifications of her core emotions—Joy, Sadness, Disgust, Fear, and Anger—come to life. The emotions live in Headquarters, Riley's conscious mind, where they influence Riley's actions and memories via a control console. Her new memories are housed in colored orbs, which are sent into storage at the end of every waking period. The most important or "core" memories are housed in a hub in Headquarters and power five "islands", each of which reflects a different aspect of Riley's personality. Joy acts as the dominant emotion to keep Riley in a happy state, but she and the others do not understand Sadness's purpose, other than making Riley cry.

In fictional Oakton City, purple squirrel Surly and his mute rat partner, Buddy, reside in Liberty Park where their thieving reputation has made them outcasts. A group of urban animals led by Raccoon and his cardinal assistant, are running low on food for winter. Red squirrel Andie and gray squirrel Grayson, a self-styled hero, compete with Surly and Buddy to scavenge from a peanut cart manned by criminals Lucky and Fingers, who are casing a bank. The squirrels' efforts inadvertently end with the cart's propane tank exploding in the park and destroying the tree, where the animals store their food. Surly is banished and Buddy goes with him.

Since winning the Wings Around the Globe race in the first film, Dusty Crophopper has a successful career as a racer. Unfortunately, his engine's gearbox becomes damaged due to being regularly forced over its limits. With that particular model of gearbox now out of production and none available anywhere, Dusty's mechanic Dottie fits a warning light to his control panel to ensure he doesn't damage his gearbox any further. No longer able to race and faced with the possibility of returning to his old job as a crop-duster, Dusty goes on a defiant flight and tests his limits. In doing so, Dusty exceeds his limits and makes a forced landing at Propwash Junction airport, causing a fire.
