The plot of the film is that the birds live in a fictional, peaceful town named Chirpendale. A crow arrives known as the Black Menace. As his name suggests, the Black Menace terrorizes the town. International spy, Zarnoff, in the employ of "The Three Powers" (presumably a fictionalized reference to the Axis) is captured by Dick Tracy at the start of the serial, tried and sentenced to death. However, through the use of a rare drug embedded by his agents in the evening newspaper, he escapes from the gas chamber. His men pick up his "corpse" by ambushing the hearse and administering another counter-drug. He continues his espionage plans, while taking the opportunity of revenge on Tracy.

Homesteaders moving into a valley in New Mexico are being attacked by the Black Raiders. The valley had been settled by rancher Craig Dolan, who does not want the new homesteaders to be there. His son, Bart, has taken matters into his own hands and formed the Black Raiders. The Lone Ranger attempts to aid the homesteaders but he is hampered by the fact that he has been framed for being part of the Raiders. In particular, Juan Vasquez believes that he killed his brother, although when this is disproven he becomes another of the Lone Ranger's partners. However, the Ranger is forced to remove the mask and operate under the name of "Bill Andrews" at times in order to successfully protect the homesteaders.

Eddie Taylor (Henry Fonda) is an ex-convict who cannot get a break after being released from prison. He marries but is then wrongly convicted for a bank robbery in which six people are killed. He is sentenced to death by electrocution. On the eve of his execution a gun smuggled into the execution area enables him to escape. During the escape he unintentionally kills the prison chaplain. The chaplain was trying to convince Eddie that he has had a last minute pardon. This is because the body of the guilty bank robber and the getaway vehicle with the stolen money have just been recovered from a lake.

A cowboy named Kentucky Ken (Ken Maynard) and his sidekick, Cactus (George "Gabby" Hayes), meet a beautiful woman named Lila Miller (Evalyn Knapp) when her car accidentally goes off the road. Lila's father, Charlie Miller (H. B. Warner), owns the dude ranch where Ken and Cactus intend to enter their prize horse Tarzan in a gruelling canyon race. Two other men, Chandler and Tracy, have also arrived for the race. They are also plotting to blackmail Charlie, who has a secret criminal past, for half of his gold mine and ranch operation earnings.
