Master thief Max Burdett (Pierce Brosnan) and his beautiful accomplice, Lola Cirillo (Salma Hayek), steal the second of three famous diamonds, known as the Napoleon diamonds, from FBI Agent Stanley P. Lloyd (Woody Harrelson). But Lloyd shoots Max before passing out from being gassed by the thieves. Max survives and tells Lola to get the diamond. She does, leaving in its place the one-dollar bill that she had received as a tip for washing the agents' windshield (while in disguise). Max and Lola then fly to Paradise Island in The Bahamas.

Outside of Las Vegas, Michael (Kurt Russell), a recent parolee, stops at a run-down desert motel. Four days after the events of the first film, detective James Carter is on vacation in Hong Kong, visiting his friend, Hong Kong Police Force Chief Inspector Lee, as he was sent along with Lee in saving the life of the Chinese counsel's daughter in Los Angeles. Jack Campbell is a single, wealthy Wall Street executive living the high life in New York City. He is in the midst of putting together a multi-billion dollar merger and has ordered an emergency meeting on Christmas Day to ensure its success. The concept of family life clearly has little or no meaning for him. In his office, on Christmas Eve, he is surprised to hear that his former girlfriend, Kate, tried to call him after many years. After reminiscing a bit, he walks into a convenience store where a lottery contestant, Cash, barges in saying that he has a winning ticket worth $238. The store clerk believes that Cash is lying and refuses to give him his winnings. Cash pulls out a gun and is about to shoot the clerk before Jack offers to buy the ticket from him for $200, thus averting disaster. Jack and Cash settle their business deal outside. Jack offers to help Cash. In return, Cash questions Jack, asking him if he is missing anything in his life. Jack assures him he has everything he needs. The two part company, but not before Cash cryptically tells Jack that actions have consequence and that Jack has brought whatever is coming on himself. Jack returns to his penthouse and sleeps away the night alone.

Mario and Luigi are two Italian American plumbers living in Brooklyn, New York, who are currently being driven out of business by the mafia-like Scapelli Construction Company led by Anthony Scapelli. Later, Luigi falls in love with an orphaned NYU student named Daisy, who is digging under the Brooklyn Bridge for dinosaur bones. After a date, Daisy takes Luigi back to the bridge only to witness one of Scapelli's men sabotaging it by leaving the water pipes open. Unable to fix the flooding, Luigi and Daisy rush back to his apartment where they inform Mario about the incident. The film's primary protagonists are Roy Knable (John Ritter), a couch potato, struggling Seattle plumbing salesman and former fencing athlete, and his neglected wife Helen (Pam Dawber), a senior vitamin product manager. After a fight (which involved Helen smashing the family television screen with one of Roy's fencing trophies as a wake-up call to reality), Mr. Spike (Jeffrey Jones) appears at the couples' door, offering him a new high tech satellite dish system filled with 666 channels of programs one cannot view on the four big networks (CBS, NBC, ABC, and Fox). What Roy doesn't know is that Spike (later referred to as "Mephistopheles of the Cathode Ray") is an emissary from hell who wants to boost the influx of souls by arranging for TV junkies to be killed in the most gruesome and ironic situations imaginable. The 'candidates' are sucked into a hellish television world, called Hell Vision, and put through a gauntlet where they must survive a number of satirical versions of sitcoms and movies. If they can survive for 24 hours they are free to go but if they get killed then their souls will become the property of Satan (the latter usually happens).

Monroe Clark moves to California to pursue a law career. At the airport he meets Wiley Hunter who offers him a drive to Monroe's uncle Max's house and it is not long before they become friends. Monroe then meets his Uncle Max to discuss how Monroe will earn money for law school. Max assigns Monroe the job of handing homeowners a "pay or quit" notice to either to vacate the premises or pay past rent due and to be back by 6 o'clock. Monroe handles some of the evictions until he meets Zack Barnes's "companion" after they engaged in sexual activities. Monroe meets Zack unknowingly after he tricks him that Zack is heading for the lifeguard station, only to lead him to his gambling agent who throws Monroe's suitcase into the ocean. Monroe then meets Samantha, who was the one who recovered his suitcase from the ocean. While Monroe is in California's beaches, he runs into Wiley, who shows Monroe the joys of living a carefree lifestyle and the popularity of volleyball. Wiley asks a nearby volleyball team consisted of Moothart and O'Bradovich to challenge the duo to a quick volleyball game.
