On November 4, 1979, Iranian activists storm the United States embassy in Tehran in retaliation for President Jimmy Carter giving the Shah asylum in the U.S. during the Iranian Revolution. More than 50 of the embassy staff are taken as hostages, but six avoid capture and hide in the home of Canadian ambassador Ken Taylor. With the escapees' situation kept secret, the U.S. State Department begins to explore options for exfiltrating them from Iran. Tony Mendez, a U.S. Central Intelligence Agency exfiltration specialist, is brought in for consultation. He criticizes the proposals, but is at a loss when asked for an alternative. While on the phone with his son, he is inspired by watching Battle for the Planet of the Apes and begins plans for creating a cover story for the escapees: that they are Canadian filmmakers who happened to be in Iran scouting exotic locations for a similar science-fiction film.

Charles Travis (Bruce Campbell) and Karen Ross (Laura Linney) are testing a communications laser in a remote part of the Congo near a dormant volcano when Charles' friend Jeffrey (Taylor Nichols) discovers an ancient lost city's ruins. When Jeffrey and Charles go to explore it, they are both mysteriously killed. While Karen waits at headquarters, she activates a video feed and sees a destroyed camp with several dead bodies. The camera is then suddenly knocked over by a strange creature, ending the transmission. TraviCom's CEO and Charles' father R.B. Travis (Joe Don Baker) reveals they were really exploring the Congo to find a rare blue diamond that's only found at the volcanic site.

Stephen Meyers is the junior campaign manager for Mike Morris, Governor of Pennsylvania and a Democratic presidential candidate, competing against Arkansas Senator Ted Pullman in the Democratic primary. Both campaigns are attempting to secure the endorsement of North Carolina Democratic Senator Franklin Thompson, who controls 356 convention delegates, enough to clinch the nomination for either candidate. After a debate at Miami University, Meyers is asked by Pullman's campaign manager, Tom Duffy, to meet in secret. Meyers calls his boss, senior campaign manager Paul Zara, who doesn't answer. Meyers decides to meet Duffy, who offers Meyers a position in Pullman's campaign, an offer Meyers refuses. Zara calls Meyers back and asks what was important, but Meyers says it was nothing to worry about. Meanwhile, Meyers starts a sexual relationship with Molly Stearns, an attractive intern for Morris's campaign and daughter of Jack Stearns, the chairman of the Democratic National Committee.

The title designates time and location: an unusually hot August in a rural area outside Pawhuska, Oklahoma. In a short prelude, U.S. Army General Hopgood (Stephen Lang) is painfully thwarted in an attempt to pass paranormally through a solid wall by simply running into it. The film then follows Ann Arbor Daily Telegram reporter Bob Wilton (Ewan McGregor), whose wife leaves him for the newspaper's editor. Seeking an escape, Bob flies to Kuwait to report on the Iraq War and to prove to his wife and himself that he is a man. However, he stumbles onto the story of a lifetime when he meets a retired U.S. Army Special Forces operator, Lyn Cassady (George Clooney), who reveals that he was part of a U.S. Army unit training psychic spies (or "Jedi Warriors") to develop a range of parapsychological skills including invisibility, remote viewing, and phasing.
