Billy Jack (Tom Laughlin) is appointed a United States Senator to fill out the remaining term of another Senator. It is hoped that he will quietly vote the party line, but his term in the Senate runs into trouble when he proposes a bill to fund a national youth camp which happens to be on the property where a nuclear power plant is also being proposed. His fellow Senator Joseph Paine (E. G. Marshall) claims to oppose nuclear power but is secretly taking graft to influence his votes in favor, and moves to try to keep Billy Jack out of the way when the bill is being debated.

Coyote Bus Lines' scientists and designers work feverishly to complete Cyclops, a state-of-the-art jumbo bus, enabling man to achieve a new milestone in bussing: non-stop service between New York City and Denver. In the Depression 1930s, Midwesterner Guthrie (David Carradine) plays music locally but cannot make enough as a sign painter to support his wife (Melinda Dillon) and children. With only his paintbrushes, Woody joins the migration westward from the Dust Bowl to supposedly greener California pastures via boxcar and hitchhiking. Much of the film is based on Guthrie's attempt to humanize the desperate Okie Dust Bowl refugees in California during the Great Depression.

The movie centers upon the brother and sister pair Tony and Tia, whose surname they initially know only as that of their deceased adoptive parents, Malone. The children are placed in an orphanage, where they face difficulties stemming from their strange psychic/psionic abilities: Tony can psychokinetically move and control inanimate objects with the aid of his harmonica, while Tia can communicate telepathically to Tony, commune empathically with animals, and experience premonitions.
