Two years have passed since the oil platform accident in The Last Message. An English teacher named Seiji Hasumi (Hideaki Itō) is loved by his students and respected by his peers. He graduates from Harvard College with an MBA, and works at Morgenstern, a European investment bank, for two years. Hasumi returns to Japan to pursue high school teaching. However, his outward charm masks his true nature. In reality, Hasumi is a sociopath who is unable to feel empathy for other human beings. Specifically, he has a severe antisocial personality disorder. Having killed both of his parents and his former tutor at the age of fourteen, Hasumi turns into a fiendishly clever killer. During his time in the States, Hasumi meets a partner in crime, an American named Dave, who thinks he shares the same "hobby" as Hasumi – killing people for fun. The two can be seen carrying buckets full of human blood, bones, and organs somewhere, giving off the notion that they committed numerous murders while working together. Hasumi eventually kills his partner by knocking him out and burning him alive inside a barrel, stating that while Dave enjoys killing for fun, Hasumi does not.

The young Kamui is a runaway ninja who has abandoned his clan, now constantly pursued by assassins. A lone gunman travels to the town of Yuta, which is run by the warring clans of the white-colored Genji and red-colored Heike. After ignoring requests from both clans to join them, he is given shelter by a woman named Ruriko, who takes care of her mute grandson Heihachi. Ruriko tells the gunman that many years ago, the town prospered in gold mining until both clans fought over the gold and drove away the population. The Heike-aligned sheriff tells the gunman that in the midst of the chaos, a Heike man named Akira married a Genji woman named Shizuka and lived peacefully with their son Heihachi, until Heike leader Kiyomori killed Akira in cold blood, rendering Heihachi mute from the trauma. Seeking protection for her son, Shizuka became a prostitute for the Genji. Since then, Heihachi has been tending to a trio of red and white roses, waiting for the day they bloom.

Following the decommissioning of the patrol vessel Nagare (ながれ), Daisuke Senzaki, a Japan Coast Guard (JCG) rescue diver, is posted to the 10th Region Mobile Rescue Unit, based at Kagoshima Air Station. The film's opening sequence depicts a plane crash in stormy seas, where Senzaki battles the elements to keep two victims alive. The adverse conditions prevents the dropping of additional divers to aid Senzaki, and he struggles to keep all three of them on the floating wreckage which has become their lifeboat. Senzaki is only able to hold onto an adult male, while a young boy struggles to hang on by himself. At this point, the adult lets go of Senzaki's hand; a cue for him to grab hold of the boy instead. Senzaki manages to keep the boy alive, but the heroic gesture by the other victim meant that he himself drowns. Senzaki soon becomes plagued with guilt and self-doubt due to this episode, as he had once pledged not to let anymore victims die before his eyes.
