Teacher Anna Montgomery (Olivia d'Abo), who is on an exchange program from Surrey, England, is placed into a school in the tiny (and fictional) town of Elma, Texas. She struggles to connect with the children at first, as they believe they are underachievers after receiving the lowest test scores in the state for four years running. She is also shocked to learn that the children think very little of everything. So instead of teaching geography to the inattentive class, Ms. Montgomery breaks the globe in an attempt to introduce the kids to a new game. After some confusion, the children begin to learn the game of soccer. Then at the end of the first session, Ms. Montgomery tells them that they have been entered into a league in Austin, Texas, but their first game was the next day. At this point, the town Sheriff Tom Palmer (Steve Guttenberg) becomes co-coach.

In outer space, a United States-owned satellite blows up and one of the last remaining pieces, a beacon, is sent hurdling towards Earth where it lands in Australia, only to be swallowed by a crocodile. Back at the CIA, Agent Buckwhiler and Deputy Director Reynolds reveal that, in the wrong hands, the beacon can change the axis of power in the world, so they send two agents, Robert Wheeler and Vaughn Archer, down to Australia to retrieve the beacon. Department Director Ansell also secretly hires an operative of his own, Jo Buckley, to go and retrieve the beacon before Wheeler and Archer, so Ansell can take Reynolds' job.

When Eddie Everett was a rookie in 1992, he was one of the best pitchers of his time. He led the California Angels to the American League Championship Series, where they played the Boston Red Sox, and were one out away from making it to the World Series (this same situation occurred in real life, but in 1986, not 1992). When a rookie playing for the Red Sox hits a ground ball to Eddie, he bobbles it and is unable to get him out, while the runners he let on base score, losing a chance for the Angels to make it to the World Series. Ever since then, he had never been the same pitcher, or the same person.

Zora Matthews (Long), whose mother Sarah (Goldberg) conceived her with the aid of an anonymous sperm donor, discovers her father is a white man named Hal Jackson (Danson). This comes as a major shock to Sarah, who had explicitly requested a black donor. On top of that, Jackson is a loud, self-promoting car salesman, which clashes with Sarah's intellectualism. The film revolves around Zora and her mother's rocky relationship with Jackson. Jackson eventually comes to have feelings for his supposed daughter and her mother.

Jessie Montgomery (Ally Sheedy) is a spoiled rich girl whose hard partying life style and lack of self-respect as well as a lack of respect for others. When she goes to her house, her father doesn't recognize her and claims that he has no daughter. Stella then appears and tells her that she's getting what she deserves. She then tells Jessie to find a job and Jessie is then forced to find work as a maid for an eccentric rich couple called The Starkeys (Valerie Perrine and Dick Shawn).
