Dennis Skinner is a likeable decent-looking lad, who is driven by a disturbing childhood; moonlights as a skid row slasher style, serial killer who tends to prey on hookers, in-between those co-workers of his who despise him as he does in return. Who punishes those (he finds offensive) in particular, by flaying his victims alive. On his trail is Heidi, a junkie prostitute, who survived one of his brutal attacks and now strives for revenge.

Brown's Steve Rogers is first shown sketching a portrait of a Mrs. Shaw (Susan French), who complains to him about a gang of muggers who have been stealing the proceeds from cashed Social Security checks; she denies having cashed hers. He bids her do this in order to set a trap for the muggers, and springs the trap as Captain America. In the meantime, a free-lance revolutionary terrorist calling himself General Miguel (Christopher Lee), planning to fight an unspecified war, kidnaps a Professor Ian Ilson (Christopher Cary) and forces him to resume his research in manipulative gerontology. Ilson has managed to formulate both a chemical that accelerates aging and the antidote to the same chemical, and Miguel, posing as the warden of a prison in Oregon near Portland, plans to use the chemicals in question to hold Portland hostage for a multi-million-dollar ransom. Ultimately Brown's Captain America and Lee's General Miguel directly clash face-to-face, and when Miguel throws a glass bottle of the aging accelerant into the air, hoping it will shatter against Captain America's body, the Captain throws his shield into the air, where it shatters the bottle in such a manner that the aging accelerant splashes Miguel instead, aging him to death in less than a minute.

Officer Lacy (played by Don Murray) is an 18-year veteran of the New York City Police Department who finds himself demoted from detective back to patrol duty for his violent tendencies and trigger-happy behavior. Responding to a call on Manhattan's West Side, he finds a young musician named Sally (Diahn Williams) has been abducted by a mugger named Rabbit (James Earl Jones). Rabbit has Sally at knifepoint in a hostage standoff but is persuaded to release her and surrender by Officer Lacy, who kills the unarmed Rabbit anyway. A grateful Sally is convinced by Lacy to lie to detectives to make Lacy seem like a hero. She later changes her mind and tells the truth about the shooting. This drives Lacy to try to silence Sally with escalating threats and violence before his career is ruined and he's tried for Rabbit's murder.

Set during the 1920s in the Midwestern United States, the movie revolves around two coal miners, Charlie Jacobs (Ross Hagen) and Thad (Kelly Thordsen), who decide to follow a life a crime like their role model, Al Capone. Jacobs adopts the gangster persona "Bad Charleston Charlie", an anachronistic reference to the 1962 song "Charleston Charlie". The duo has to deal with forming a gang, learn to handle "wild women", bribe corrupt officials, and battle rival gangs plus the Ku Klux Klan. They find that they are no better at being gangsters than they were at mining coal. The film features a cameo from legendary actor John Carradine as a drunken reporter.
