Scout Bozell has always dreamed of becoming a member of the safety patrol at his school, Rockridge Middle School. However, his clumsy, bumbling, hazardous nature prevents him from doing so. In one such instance shown at the film's beginning, while he picks up a banana peel on the ground and describing how hazardous is it, a kid trips over his backpack, causing his marbles to roll out and the kids to slip on them, one girl sending her lunchbox flying and it hits the principal on the head. As Scout swings his backpack to put the banana peel in the garbage, he knocks a kid off his bike, setting off a chain reaction that ends with a plastic squirrel the bike crashed into hitting a truck full of giant frozen tuna, which slide on the road and eat the last member of the safety patrol, "Joe Lobes" Lobenick, leaving him severely traumatized, and deleting the list of safety patrol until he recovers. The teachers try to convince Principal Tromp to put Scout on safety patrol, as he is the only one left on the list. Tromp agrees, but gets the school boundaries changed, transferring Scout to Laurelview Middle School.

An abused dog runs away from his cruel owner, Judd Travers (Scott Wilson), and meets a boy named Marty Preston (Blake Heron). The pooch follows the boy to his home, but is not allowed to stay with him. Marty decides to remodel an abandoned shack at the top of a hidden hill for the dog to stay in for the next few weeks. Marty bonds with the dog, and names him Shiloh.

The story takes place several centuries in the future. Mankind has colonized the entire solar system and beyond, and hardships such as war, disease, hunger, and overpopulation have been eliminated. However, boredom spread rapidly throughout the galaxy and as a result, interstellar war broke out. The two opposing factions were the Galactic Republic and the Rebels. While the Rebels eventually defeated the Galactic Republic because of their far greater numbers, the former were no better off; the aftermath of that war was a new Dark Age. Houses, plantations, and, more importantly, most books were destroyed in the war, and knowledge of interstellar travel was mostly lost, available only to a privileged few. Mankind, in the film, had made much progress, only to be rewarded with "third world" living conditions, despite people still possessing very advanced computers.
