Davis's character, William "Bill" Dekker, is a newly divorced swinger who goes to work for an attorney (Feldshuh) as an investigator. His assignments have him tracking down divorced men who have reneged on their alimony and child-support payments, a twist of irony considering not only his chauvinistic tendencies but also the fact that he is himself relying on the money he receives from his assignments to cover his own alimony payments. The film takes its title from the song of the same name, which can be heard over the opening credits.

Michael Bannon (Michael Sarrazin), a wealthy but bored businessman and candymaker, issues the code word "Gumball" to his fellow automobile enthusiasts, who gather in a garage in New York City to embark on a coast-to-coast race "with no catalytic converter and no 55-mile-per-hour speed limit," in the shortest amount of time and only one rule: "There are no rules." Their nemesis, LAPD Lieutenant Roscoe (Normann Burton), also learns of the race and most of the film is devoted to the adventures of the various driving teams and Roscoe's ineffectual attempts to apprehend them. A number of running gags ensue – the Jaguar that will not start; the silent Lapchik's (Harvey Jason) numerous mishaps; Italian race driver Franco Bertollini's (Raúl Juliá) frequent detours to seduce beautiful women – as well as some stunts and driving sequences. The race ends at the Queen Mary in Long Beach, California where the finishers celebrate their adventures and the defeated Roscoe sulks off to one side – until a fleet of police cars and tow trucks, summoned by Roscoe, arrive to impound the Gumball vehicles. Roscoe had contrived to see to it that all of them were guaranteed to be illegally parked once the post-race party in the parking lot ran past 11 PM. Bannon congratulates Roscoe on his final victory (final because Roscoe, who has been after Bannon and Smith since they were in high school, has reached mandatory retirement) and again utters the command "Gumball" to initiate a race back to New York.

Knowing the royal coach is laden with riches, Robin and Little John rob Prince John by disguising themselves as fortune tellers. Willard is a meek social misfit who later develops a strange affinity for rats. He lives in a large Victorian home, with only his cranky and decrepit mother for company. On his 27th birthday, he is humiliated to come home to a birthday party thrown by his mother, where all of the attendees are her own aging friends. After having left the party in embarrassment, he notices a rat in his backyard and tosses it pieces of his birthday cake. Later, his mother gets upset with him for leaving the party and she scolds him later while also discussing how badly the house is falling apart. The next morning he goes out and feeds another rat (this one has babies with it) while imitating their squeaks. His mother starts telling him that he needs to kill the rats that have been running around their yard, which Willard refuses to do.

Professor Ned Brainard's discovery of Flubber has not quite brought him or his college the riches he thought. The Pentagon has declared his discovery to be top secret and the IRS has slapped him with a huge tax bill, even if he has yet to receive a cent. He thinks he may have found the solution in the form of "Flubbergas," (the "son" of Flubber) which can change the weather. His wife Betsy becomes fed up with all the stress and starts separating from him, and the professor's old rival Shelby starts trying to woo her again. Brainard's experiments continue, by making it rain inside people's houses, as well as in Shelby's car too while he's driving, which causes him to get into an accident with a police car. It also helps Medfield College's football team to win a game, but it also has one unfortunate side effect: It shatters glass, which eventually places Brainard on the lam. At home, his wife Betsy is jealous of the attention lavished on him by an old high school girlfriend. On trial, Ned's future seems hopeless, until a farmer shows the court that his crops grew extra large because of Ned's experiment, which the farmer names "Dry Rain", and the professor is acquitted, and he and Betsy are reunited.
