Jai West (ジェイ・ウエスト) is an actor, poet of French Canadian and Japanese descent born in Vancouver, British Columbia and currently based in Tokyo, Japan. He is best known for his work on screen as manic Japanese American gangster Lee in Sion Sono's "Hazard" (2005), a thief grappling with his sexual identity in Gen Sekiguchi's "Survive Style 5+" (2004), and portraying Beethoven in the popular Tokyo Gas commercials. He has appeared in numerous films and television series, from "21 Jump Street" (1990) to Takashi Shimizu's "The Great Horror Family" (2004) and Takashi Miike's "Big Bang Love, Juvenile A" (2006). West has released two spoken word poetry albums in Japanese and English under the pseudonym Lotus Chamelion.

In an unknown future, Jun confesses to the murder of another boy, Shiro, an all-boy juvenile detention facility. The story follows two detectives trying to uncover the case through interviews and intersperses testimonies by the inmates and the prison employees with events in the lives of Jun and Shiro. Jun, who is incarcerated for the murder of his rapist, forms an intensely close bond with Shiro, who is in prison for a murder and the rape of a woman. Shiro protects Jun with fanatical intensity and violence from the other boys, though his intentions toward Jun are not clear. The highly symbolic visuals and dialogue contrast with the routine nature of the police investigation, creating a somewhat surreal commentary on the nature of violence and salvation throughout the film.

Shin (Jo Odagiri), a Japanese university student, finds a book with a section about the hazards to be found in New York City. Otherwise leading a boring life, he eagerly heads to New York but soon finds out the hazzards are true when he is mugged. Two Japanese-American punks, Lee (Jai West), an outgoing thief his shy sidekick Takeda (Motoki Fukami), help him out after the mugging, and together the three begin a life of excitement and danger. In the end, that gets them in trouble with the police, resulting in a death. Shin ultimately goes back to Japan with a new thirst for life.

The film follows five simultaneous, loosely linked plot lines, that intertwine and scramble together. A man (Tadanobu Asano) keeps killing his wife (Reika Hashimoto) and burying her in the woods only to find her alive, furious, and waiting for him when he returns home. A suburban family's life is disrupted when the father (Ittoku Kishibe) is permanently hypnotized into believing he is a bird and tries to learn how to fly. A trio of aimless youth pass time by burgling houses. A murderous advertising executive (Kyōko Koizumi) tries to imagine ideas for commercials. The stories clash together through the intervention of a thuggish hitman (Vinnie Jones) and his translator (Yoshiyoshi Arakawa).
