James Fargo (born August 14, 1938 in Republic, Washington) is an American film director. He directed numerous films from 1976 to 1998. After serving as assistant director on many films starring Clint Eastwood, he was then given the chance to direct the third Dirty Harry film, The Enforcer, in 1976. Later he also directed Eastwood in 1978's Every Which Way but Loose. It would be the final film in working with Eastwood. Fargo has also directed films such as Caravans, A Game for Vultures, Voyage of the Rock Aliens, as well as two Chuck Norris films.

Fargo has also directed television shows, such as The A-Team, Hunter, Scarecrow and Mrs. King and Beverly Hills 90210.

Josh Randall is the head of security for the Lucky Dragon casino in Hong Kong. It is the late 1970s, and smuggler David Swansey (Richard Harris) specialises in importing goods to war-torn Rhodesia, defying international sanctions imposed on the doomed nation. The story is set in the fictional Middle Eastern country of Zadestan in 1948. Mark Miller is stationed at the U.S. Embassy in the fictional city of Kashkhan and is assigned to investigate the disappearance of and locate a young woman, Ellen Jasper, the daughter of a United States Senator, who vanished after her marriage to Colonel Nazrullah several months previously. Nazrullah is desperate to find her and becomes defensive when Miller asks about her. By law, Ellen has given up her rights as an American by becoming his wife. Miller traces her to a band of nomads who are running illegal guns. She doesn't want to leave, being estranged from both her parents and her husband. Miller doesn't want to return without proof she's alive and OK, which she refuses to give. Nazrullah lures the gun-runners into a trap. He separates Miller from the nomads and asks his wife to return to him but she refuses. Ellen at last gives Miller a note for her family. As the nomads leave, Nazrullah orders his troops to fire on them and Ellen is killed trying to rescue a child. A heart-broken Nazrullah carries away the body of his dead wife.

A stranger on horseback rides into the isolated mining town of Lago. Three gun-toting men follow him into the saloon, taunting him to fight. When they follow him to the barbershop and begin threatening him, the Stranger quickly dispatches the three with little effort. Impressed with this performance, a dwarf named Mordecai, who works in the barbershop, befriends the Stranger. A woman named Callie Travers arranges to bump into the Stranger in the street, claiming loudly it was his fault. When she slaps the cigar from his mouth while insulting him, he drags her into the livery stable and has sexual relations with her in a very rough and aggressive manner (the scene is initially depicted as a rape, but by its end, the woman has clearly given her consent, as she is portrayed as an active, and seemingly enthusiastic participant in the act). Next, the Stranger rents a room at the hotel but declines to give a name to the hotelier. That night, he dreams about a man being brutally whipped. In the morning he returns to the barbershop for a bath. Callie Travers shoots at him after he is in the tub; inexplicably, he remains uninjured.

Edith Alice "Breezy" Breezerman (Kay Lenz), a free-spirited teenage runaway, wakes up from a one-night stand, gets dressed, and then walks out the door with her guitar. She catches a ride to the valley with a stranger who seems harmless at first, then when he starts to drive in the wrong direction and talks about "giving his last hitchhiker something to yell about", she jumps out of his car, runs-away and ends up on Frank Harmon's (William Holden) front lawn. Frank is a middle aged divorced man, who lives a solitary life at his post modern home in the hills. As he gets into his car to drive to work, Breezy jumps into his car asking for a ride to the valley. Breezy tells Frank about her the trouble she had this morning with the stranger and the two bond. Eventually Breezy sees a dog lying in the road and makes Frank pull over. Angered by Frank's lack of empathy for the poor animal Breezy becomes angry and then runs off crying. Realizing that the dog is still alive Frank carries the dog back to his car, when he opens the door the back seat Frank sees that Breezy left her guitar in his back seat and becomes angry because of all the trouble she has caused him.
