James Edward Fleet (born 11 March, 1954) is an English actor. He is most famous for his roles as the bumbling and well-meaning Tom in the 1994 British romantic comedy film Four Weddings and a Funeral, and the dim-witted Hugo Horton in the BBC situation comedy television series The Vicar of Dibley.

Biography
Fleet was born in Bilston, Staffordshire to a Scottish mother Christine and an English father Jim. He lived in Bilston until he was ten, but when his father died, he moved to Aberdeenshire with his mother. He studied engineering at university in Aberdeen, where he joined the university dramatic society. Afterwards, he studied at the Royal Scottish Academy of Music and Drama in Glasgow. He lives in Sibford Gower, Oxfordshire with his wife, Jane, and their one son, Hamish. He is a keen biker.Best films

In the year 1919, the Opéra Populaire holds a public auction to clear the theatre's vaults. The Vicomte de Chagny purchases a papier-mâché music box in the shape of a monkey and eyes it sadly as Madame Giry, an aged woman dressed in black, watches him. The auctioneer then presents a shattered chandelier as the next item up for bid, explaining that it once played a key role in "the strange affair of the Phantom of the Opéra." As the chandelier is displayed for all to see, it flickers to life and slowly ascends to its original place in the rafters as the audience is transported back in time to the year 1870.

Cliff Starkey (played by Paul Kaye), is a rebellious young bowls player. He dreams of playing for his country but always preferring to play by his own rules, was always disapproved by the local bowls club. After winning the local competition, he is subsequently banned from competing in the sport for fifteen years by Ray Speight (James Cromwell), the head of the local lawn bowls association, for writing an expletive on an opponent's scorecard. Picked up by sports agent Rick Schwartz (Vince Vaughn), Starkey is re-branded as the "bad boy of bowls", turning the normally sedate sport into a glitzy, in-your-face competition. He and Speight take on Australia's unbeaten Doohan brothers in "The Ashes", a one-off tournament in a custom-made bowls arena in Torquay. They make a comeback thanks to Speight's experience and Starkey's extravagance, while Cliff also bends the rules to the maximum to force the game into extra time, much to the disbelief of Carl and Mark Doohan.

In 1942, a young Scot, Charlotte Gray, travels to London to take a job in a surgery. On the train, a man enters her compartment and chats with her, asking questions about her life and expressing interest that she is fluent in French. He gives her his card with the date, time and address of a book launch. Social life in London is in full swing and her friends convince her to go. Sergeant Peter King (Kenneth Cranham) and Private Leslie Cuthbertson (Leo Bill) of the Royal Army Dental Corps passionately desire to see active service, but are held back. Armed with two revolvers and a handful of grenades, they plan an unauthorised mission to occupied France. They write to the Prime Minister, Winston Churchill, explaining their intention to fight the Germans. After they finally succeed in getting to France, they stumble across a German radar station. They blow up what they take to be the main operations room, and then the entire compound unexpectedly erupts with gunfire and explosions. They narrowly evade the Germans and escape in a boat which is later blown up by a mine; the men are picked up by the British and interrogated as possible spies. Once their identities have been established, they are returned to barracks to be court-martialed as deserters. An aide of Winston Churchill had seen their letter, and knew of a commando raid on the radar facility which was facilitated by a diversion due to mysterious explosions in what they discover was actually the cookhouse. The aide intervenes in the court martial, establishes their presence at the enemy radar station and conveys an invitation to tea with the Prime Minister should they ever be in Whitehall. The court nevertheless demotes Sergeant King to the rank of corporal and remands Private Cuthbertson to military prison for 28 days, lenient sentences for desertion in wartime. A note on screen tells the viewer that the men never meet again.
