James Harvey Nicholson (September 14, 1916 – December 10, 1972) was an American film producer. He is best known as the co-founder, with Samuel Z. Arkoff, of American International Pictures.

Price plays the titular mad scientist who is working with the Chinese government to use exploding female robots to disrupt a scheduled NATO war-game by blowing up the various generals involved in the exercise (one of whom looks exactly like Goldfoot, and whom Goldfoot later impersonates). Fabian is the hero who works to thwart the plot, when he isn't busy chasing women such as Laura Antonelli's character. The film ends with an extended frantic chase through the streets of Rome, and Goldfoot attempting to start World War III between Russia and the United States by dropping a nuclear bomb on Moscow.

In 1780, Prince Mamuwalde (William H. Marshall), the ruler of the Abani African nation, seeks the help of Count Dracula (Charles Macaulay) in suppressing the slave trade. Dracula refuses to help, and transforms Mamuwalde into a vampire, whom he names Blacula and imprisons in a sealed coffin. Mamuwalde's wife, Luva (Vonetta McGee), is also imprisoned and dies in captivity. In 1972, the coffin has been purchased as part of an estate by two interior decorators, Bobby McCoy (Ted Harris) and Billy Schaffer (Rick Metzler) and shipped to Los Angeles. Bobby and Billy open the coffin and become Prince Mamuwalde's first victims. At the funeral home where Bobby McCoy's body is laid, Mamuwalde spies on mourning friends Tina Williams (Vonetta McGee), her sister Michelle (Denise Nicholas), and Michelle's boyfriend, Dr. Gordon Thomas (Thalmus Rasulala), a pathologist for the Los Angeles Police Department. Mamuwalde believes Tina is the reincarnation of his deceased wife, Luva. On close investigation of the corpse at the funeral home, Dr. Thomas notices oddities with Bobby McCoy's death that he later concludes to be consistent with vampire folklore.

The film begins by recapping the events of the previous film, following Dr. Anton Phibes' murderous quest for vengeance against the doctors he blamed for the death of his wife, Victoria. Phibes eluded capture by placing himself in suspended animation in a sarcophagus he shares with the body of his wife, where he would lay in darkness until the moon had entered into proper alignment with the planets, which had not occurred in over two thousand years. Three years later, the conjunction occurs, and Phibes rises from his sarcophagus. Summoning his silent assistant Vulnavia (Valli Kemp, replacing Virginia North), Phibes prepares to take Victoria to Egypt; there, in a hidden tomb, flows the River of Life, promising resurrection for Victoria and eternal life for the two of them. Rising from his basement, Phibes is shocked to discover that his house has been demolished, and a safe containing a scroll of papyrus, showing the way to the River of Life, is now empty.

Peter Kleist (Antonio Cantafore) is an American who arrives in Austria to take a break from his college studies and to look up his family's history. At the airport, he is greeted by his uncle, Karl Hummel (Massimo Girott), who invites him to stay at his house. Peter asks Karl about his great-grandfather, Baron Otto Von Kleist. Karl explains that the Baron's name still spreads fear among the local people for he was a notorious sadist who tortured and murdered over 100 of the villagers for which he earned the nickname "Baron Blood". Karl also tells Peter that the Baron's old castle and former residence is being remodeled into a hotel for tourists. Peter persuades his uncle to take him to the castle.

Wildlife photographer Pickett Smith (Sam Elliott) is taking photographs of the local flora and fauna as he canoes through a swamp surrounding an island upon which the affluent mansion estate of the wealthy and influential Crockett family is located. Also evident throughout the swamp are numerous indicators of pollution, which Pickett believes are connected to the pesticides the Crockett's use on their island plantation. After Clint (Adam Roarke) accidentally tips over Smith's canoe, he and his sister Karen (Joan Van Ark) escort Smith to the family mansion, where he meets the entire Crockett family. The grouchy, wheelchair-bound patriarch, Jason (Ray Milland), intends on spending the next day enjoying both the 4th of July and his own birthday celebrations uninterrupted. Due to the mutual dislike of the fauna around the mansion, Jason has sent a man named Grover to spray pesticide in order to get rid of the amphibians. Pickett later discovers Grover's corpse covered in snake bites in the swamp not far from the house. Despite this warning, Jason continues with his celebrations the next day.
