The film opens with a mid nineteenth century cargo liner sinking in a storm at sea, in what is presumed to be an Atlantic Gale. As the vessel begins to founder the crew muster the passengers to the lifeboats, one of which capsizes as it is launched, and its passengers are thrown out into the overwhelming seas. Swept below the waves and on the point of drowning, they are rescued by a group of divers who swim up to them to give them air and lead them to the submarine Nautilus.

Captain David O'Keefe (Burt Lancaster), seeking his fortune in the 19th century South Pacific, decides to enlist island natives to harvest copra, but runs into a wall of cultural problems. Backed by a Chinese dentist, he obtains a ship and sets about harvesting copra while fending off cantankerous native chieftains and ambitious German empire-builders. The natives, happy with their existence, see no reason to work hard to obtain copra, either for a German trading company or for O'Keefe. The World War II U.S. Navy submarine commander P.J. Richardson (Clark Gable) has an obsession with a Japanese destroyer that has sunk three boats in the Bungo Straits, including his previous command. He persuades the Navy Board to give him a new submarine command with the provision that his executive officer, also known as the XO or the "exec", be someone who has just returned from active sea patrol. He single-mindedly trains the crew of his new boat, the USS Nerka, to return to the Bungo Straits and sink the destroyer, captained by a crafty ex-submariner nicknamed Bungo Pete. Richardson's executive officer, Lieutenant Jim Bledsoe (Burt Lancaster), is worried about the safety of his boat and his crew. During the Franco-Mexican War, ex-Confederate soldier Ben Trane (Cooper) travels to Mexico seeking a job as a mercenary.
