James Seay (9 September 1914 in Pasadena, California – 10 October 1992 in Capistrano Beach, California) was an American character actor who often played minor supporting roles as government officials.

Although it was a minor part not credited on-screen, his role in the film Miracle on 34th Street is one of his most visible because the film is a staple of Christmas repeats on television.

Among his many credits, Seay appeared in minor roles in a couple of episodes of Adventures of Superman television series: The Mind Machine (as a senator) and Jungle Devil (as an airplane pilot).

In the syndicated 1954-1955 television series Stories of the Century, starring and narrated by Jim Davis, Seay portrayed the Wyoming storekeeper James "Jim" Averill, companion of Cattle Kate Watson, both of whom were hanged in a dispute with cattlemen at the start of the Johnson County Range War.

Seay appeared sixteen times as Judge Spicer on ABC's western series, The Life and Legend of Wyatt Earp, starring Hugh O'Brian. He was cast six times as a sheriff on the NBC children's western series, Fury, starring Peter Graves and Bobby Diamond. He also guest starred in Kenneth Tobey's syndicated aviation adventure series, Whirlybirds, and on the westerns The Californians, The Tall Man, and The Rebel.

Seay appeared three times in 1958 and 1959 on CBS' Perry Mason: murder victim Ross Hollister in "The Case of the Cautious Coquette," Dr. Michael Harris in "The Case of the Curious Bride," and murderer Ralph Hibberly in "The Case of the Spurious Sister."

Seay was cast as Duke Tavener, an unscrupulous businessman who tries to force a woman to turn over her saloon/casino to him, in the 1958 episode "Gambler" of the ABC/Warner Brothers western series, Cheyenne, starring Clint Walker.

He appeared on CBS's The Twilight Zone as the sheriff in the episode "In His Image" and as Agent Bowton in The Andy Griffith Show Season 4 episode, "The Haunted House".

Seay served in the United States Army during World War II.

Allen Bardeman (Robert Douglas) is a prominent, married lawyer who collects money from the numbers racket for the syndicate. His legal secretary, Angela Walsh (Vera Miles), is also his mistress, and he provides her with a house of her own, where Sam Henry (Robert Bailey) – a corrupt New York City administrator who acts as a "bag man" for the syndicate – makes a weekly visit to pick up money from Bardeman. An early morning test explosion of the first atomic plutonium bomb is planned at a military site in Desert Rock, Nevada. When the chain reaction for the charge fails its cycle and does not detonate as expected, Lt. Col. Glenn Manning (Glenn Langan) receives orders to keep his men in the protective trench, as an explosion is still imminent, but its timing is now unknown. Moments later, an unidentified small civilian aircraft crash-lands near the bomb site, and Glenn leaps from the trench and runs into the detonation area to rescue the pilot. Once in the detonation area, the bomb goes off, and Glenn is caught in an atomic blast that burns him and immediately disintegrates his clothes and hair.

The film opens with newspaper photojournalist Audrey Aimes (Castle) accidentally stumbling upon a small town in Illinois which has been inexplicably destroyed. All 150 people in the town are missing, and the evidence indicates they are dead. Incredibly, the local fields are also barren, as if a swarm of locusts had eaten all the crops. Aimes suspects that the military is covering something up, and travels to a nearby United States Department of Agriculture experimental farm to learn what creature might have caused the agricultural destruction. She meets Dr. Ed Wainwright (Graves), who is experimenting with radiation as a means of growing gigantic fruits and vegetables to end world hunger. Dr. Wainwright reports that there have been a number of mysterious incidents nearby, and that locusts have eaten all the radioactive wheat stored in a nearby grain silo.

The Strategic Air Command is about to introduce the B-52 Stratofortress bomber as its primary manned strategic weapon.
