Trois squelettes ont été découverts derrière une cloison rapportée dans un vieil appartement non occupé depuis plus de 15 ans, mais dont le loyer est régulièrement payé. Jeune homme idéaliste, Michael Sullivan décroche l'emploi de ses rêves : il devient coordinateur de l'opération Pétrole contre nourriture, un programme visant à satisfaire les besoins humanitaires du peuple irakien après la guerre du Golfe. When Suharto overthrew Sukarno, the President of Indonesia, following the failed coup of the 30 September Movement in 1965, the gangsters Anwar Congo and Adi Zulkadry in Medan (North Sumatra) were promoted from selling black market movie theatre tickets to leading the most powerful death squad in North Sumatra. They also extorted money from ethnic Chinese as the price for keeping their lives. Anwar is said to have personally killed 1,000 people.

The film opens some time after the original film with Tonny serving out his last day of a prison sentence. His cell-mate delivers a monologue advising Tonny to conquer his fear. He then reminds Tonny that he owes him money, but has chosen to give him more time out of respect for Tonny's father, the Duke, a vicious gangster. Upon his release, Tonny visits his father's garage business seeking employment. The Duke has a younger son from a different mother now and receives Tonny coldly, but he ultimately allows Tonny to work for him on a trial basis. Martin Fischer is successful composer. During a rehearsal for an upcoming concert he makes contact with first-violinist Barbara Hartman. During the concert, and Barbara and Martin flirts a lot with each other, although they are both married and have adult children. After the concert, they meet out back. She feels ill, and he says that he will follow her home. They stop at his hotel and goes inside, kisses, and Barbara says she loves him. Somewhat later, she tells her two adult children that she is going to separate from the children's father. Phillip, the son becomes very angry, while her daughter Karin is more indulgent.
