In the Philippines, a terrorist kills the U.S. ambassador, his son, and dozens of children at an elementary school, using a vehicle-borne IED disguised as an ice cream truck. The mastermind, a Chechen terrorist named Abu Shabal (Jason Cottle), escapes to a training camp in Indonesia. Elsewhere in Costa Rica, two CIA operatives, Walter Ross (Nestor Serrano) and Lisa Morales (Roselyn Sánchez) meet to consolidate intelligence about their target, a drug smuggler named Mikhail "Christo" Troykovich. When young history professor Russ is called upon by his sister to execute their late mother's estate, he is reunited with boyhood friend Mike, and with his father, the charismatic leader of a New Age cult. While exploring his memories, Russ wanders into a warehouse where hundreds of names are listed on the walls. James Farrow (Andrew Bowen) is a young student who discovers his girlfriend is pregnant and in a panic, pressures her and forces her to an illegal abortion. However, James' lover dies during the abortion due to the negligence of the abortionist and is left in a pit of grief and guilt and begins seeing demonic, ghostly visions of his deceased girlfriend and begins to visit the house where they had first met. The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead. Brean contacts Hollywood producer Stanley Motss (Hoffman) to create the war, complete with a theme song and fake film footage of a photogenic orphan (Dunst) in Albania.
