Jeff Celentano (born May 24, 1960), also credited as Jeff Weston, is an American actor, screenwriter, and director. As a character actor, Celentano has starred in such films as American Ninja 2: The Confrontation, Puppet Master II, and Demonic Toys. In 1994, he turned to directing with his first short film, Dickwad. He also directed Under the Hula Moon, Gunshy, and most recently Moscow Heat. Celentano is an acting teacher and is the Executive Director of Drama at The Performer's Academy in Laguna Woods, California. Celentano was born and raised in Pemberton, New Jersey. He has been married to the actress Musetta Vander since 1988.

The film begins in 1991, when Shady Oaks, a cemetery in the backyard of the Bodega Bay Inn. We see Pinhead digging Andre Toulon's grave. Pinhead opens up the coffin, climbs out, and pours a vial of the potion on the skeleton, with Tunneler, Leech Woman, Blade and Jester watching. After pouring the formula, the skeleton raises its arms, indicating that Andre Toulon is alive again. A few months later, a group of parapsychologists, led by Carolyn Bramwell (Elizabeth Maclellan), are sent to the hotel to investigate the strange murder of Megan Gallagher and the lunatic ravings of a now insane Alex Whitaker. It is explained that Megan's brain was extracted through her nose (by Blade), and Alex, suspected of the murder, is now locked up in an asylum. While at the asylum, he begins to experience terrible seizures and premonitions.

Wanda Saknussemm (Ireland) is a nerdy social misfit with large glasses and a squeaky voice who lives in Los Angeles and works at a diner. After being dumped by her boyfriend for "not having a sense of adventure", Wanda is informed by a letter that her father, an archaeologist, has died. She flies to northern Africa and while going through her father's belongings, she finds his notes about Atlantis, apparently an alien ship that crashed millennia ago and sank into the center of the Earth. The film opens with a raid on an illegal casino performed by a group of blacks with automatic weapons. The audience discovers the perpetrators are white disguised as blacks. The story moves to a Vietnam War flashbacks with a patrol being ambushed by the Vietcong, and the resulting firefight. The leader of the vigilante veterans is a man known simply as the Lieutenant who was their platoon leader and disfigured in the action. Recuperating in a hospital he regroups the survivors for a series of escalating raids to not only to enrich themselves, but to wipe out organised criminal gangs involved in illegal gambling and narcotics distribution.
