South Korea, 13 October 1990. Following President Roh Tae-woo's declaration of a crackdown on organized crime, Busan businessman Choi Ik-hyun (Choi Min-sik) is arrested for embezzling billions of won from hotel construction companies, and is also charged with intimidation, kidnapping and assault. Busan public prosecutor Jo Beom-seok (Kwak Do-won) is in charge of the investigation, and especially the murder of hotel owner Heo Sam-shik (Kwon Tae-won) by mobster Kim Pan-ho (Cho Jin-woong), with whom Ik-hyun allegedly was connected. Back in March 1982, Choi was a Busan customs officer who, along with colleagues, was already taking bribes and pilfering goods. After discovering 10 kilograms of hiropon (crystal meth) in a warehouse one night, he and colleague Mr. Jang (Kim Jong-soo) approach a friend of Jang's, gangster Choi Hyung-bae (Ha Jung-woo), to sell it to Japan's yakuza, with whom Hyung-bae has ties. Ik-hyun discovers that the younger Hyung-bae is also a member of the same Choi family clan from Gyeongju and the two form a close relationship. Ik-hyun leaves his customs job and becomes a full-time businessman, with Hyung-bae taking care of the underworld side and Ik-hyun protecting him with his high-level contacts. In the mid-'80s the two forcibly take over a nightclub run by Miss Yeo (Kim Hye-eun) that is on the turf of Pan-ho. Following his humiliation, Pan-ho has the club raided by the police and Hyung-bae arrested, though Ik-hyun gets Hyung-bae released by using the Choi clan connection with Seoul public prosecutor Choi Joo-dong (Kim Eung-soo). In May 1987, Ik-hyun and Hyung-bae take their business to the next level, formally linking up with Japan's yakuza and having a connection with a hotel-casino, the Daedong, that is also on Pan-ho's turf. Pan-ho threatens a gang war with Hyung-bae, and Ik-hyun is forced to decide where his loyalties and self-survival lie.

The film takes place mostly in a mental institution filled with an eclectic menagerie of patients. Young-goon, a young woman working in a factory constructing radios and who believes herself to be a cyborg, is institutionalized after cutting her wrist and connecting it with a power cord to a wall outlet in an attempt to "recharge" herself, an act that is interpreted as a suicide attempt. Her delusion is characterized by refusing to eat (she instead licks batteries and attempts to administer electric shocks to herself), conversing almost solely with machines and electrical appliances and obsessively listening to her tube radio at night for instruction on how to become a better cyborg. Her apathetic mother is interviewed by the institute's head doctor, to determine the roots of Young-goon's psychosis; despite claiming ignorance of her daughter's delusion (it is later learnt she knew but was too busy to make her seek help), she reveals that Young-goon's mentally ill grandmother had previously been institutionalized for delusions of being a mouse, a trauma that sparks Young-goon's own lapses from reality. As a result, she frequently fantasizes of finding her grandmother and seeking revenge on the "men in white" who took her away.

A Christian musical procession waits outside a prison for Lee Geum-ja (Lee Young-ae), a recently reformed female prisoner, who had been convicted of murdering a young schoolboy, Won-mo. The case, a national sensation because of her young age at the time of the murder and innocent appearance, earns her a lengthy prison sentence, reduced because of her apparent spiritual transformation in prison and her good conduct toward other inmates, results in the nickname of the "Kind-Hearted Geum-Ja". As Lee Geum-ja emerges from prison, she immediately sidesteps the procession, intent on revenge.

En 1980, un journaliste allemand travaille au Japon pour une chaîne de télévision allemande. Au mois de mai de la même année a lieu, en Corée du Sud, le soulèvement de Gwangju. Ce mouvement, principalement étudiant et syndical, s’oppose à la dictature de Chun Doo-hwan, mise en place après l’assassinat de Park Chung-hee. Il décide alors de se rendre dans le pays. Il prend un taxi de Séoul à Gwangju et filme tout ce qu’il voit. Son retour jusqu'à Séoul sera éminemment compliqué puisqu'il leur faut échapper à la surveillance aérienne. Tenants who have been evicted from their homes are in the middle of a sit-in protest, when the police arrive. A 20-year-old police officer and a 16-year-old boy, the son of a demonstrator, end up dead. The boy's father, Park Jae-ho gets arrested for the cop's death, but he insists it was self-defense and that he had only been trying to protect his son from being beaten by the riot police. Rookie public defender Yoon Jin-won is initially doubtful of Park's claims, until he gets approached by reporter Gong Soo-kyung who has her own suspicions about the government's account of the incident.
