John Herzfeld is an American motion picture and television director, screenwriter, actor and producer. His feature film directing credits include Two of a Kind (1983), 2 Days in the Valley (1996), 15 Minutes (2001) and The Death and Life of Bobby Z (2007). He has also directed numerous made-for-television movies, including The Ryan White Story (1989), The Preppie Murder (1989), Casualties of Love: The Long Island Lolita Story (1993) and Don King: Only in America (1997) for which he was nominated for an Emmy and won the DGA award for Outstanding Directorial Achievement in Dramatic Specials. He won a Daytime Emmy Award for directing the 1980 ABC Afterschool Special titled Stoned.

An armed gunman causes a hostage situation at a Los Angeles grocery store. When negotiations between him and the law fail, Marion Cobretti (codenamed "Cobra"), a member of an elite division of the Los Angeles Police Department known as the "Zombie Squad", is summoned to the scene. Cobretti infiltrates the store, locates, and negotiates with him. During the negotiation, the criminal speaks of the unknown "New Order", a group of social darwinist radicals that despise modern society and believe in killing the weak, leaving only the strongest and smartest to rule the world. Cobretti then kills the gunman by throwing a knife at his abdomen and firing shots at him.

The Trans-America Grand Prix is an illegal race held every year between Los Angeles (Santa Monica Pier) and New York City. Recently released from jail, where he was serving a sentence for killing a girl while driving drunk, racing driver Coy "Cannonball" Buckman (David Carradine) hopes to win the race and get his career back on track. Racing team Modern Motors have promised a contract to either him or his arch-rival Cade Redman (Bill McKinney) who is also in the race - the contract will go to whichever of them wins. Coy is still on probation and when his parole officer, Linda Maxwell (Veronica Hamel), with whom he is having an elaborate affair, discovers he will be crossing state lines in violation of his parole, she attempts to stop him, only to have him force her to accompany him on the race.

The film reenacts Robert Chambers' murder of Jennifer Levin. Robert Chambers, a man from a privileged background, kills Jennifer Levin after they leave a trendy bar together.
