Dewey Cox begins his quest for stardom in Springberry, Alabama in 1946. While playing with his brother Nate, Dewey accidentally cuts his brother in half at the waist with a machete. This leads Dewey's father to frequently repeat the phrase "The wrong kid died" throughout the film. The trauma causes Dewey to lose his sense of smell – "you've gone smell blind," states Dewey's mother. After his brother's death is announced by a physician making a housecall, Dewey's mother sends him to the local store to buy some butter and a candle. There, he meets a blues guitarist, who lets Dewey play his guitar. Dewey is a natural.

After getting a restraining order from Randal Graves (Clerks) for selling drugs outside the Quick Stop, Jay and Silent Bob find out from Brodie Bruce (Mallrats) that Bluntman and Chronic, the comic book based on their likenesses, has been adapted into a film in production by Miramax Films. In response, the two see Holden McNeil (Chasing Amy), the co-writer of Bluntman and Chronic for the royalties of the film. However, Holden tells Jay and Silent Bob that he sold his part of the creative and publishing rights of the comic over to his former friend Banky Edwards. Upon learning of the film, as well as the negative reaction it has received so far on the Internet, the two set out on a quest to Hollywood, to prevent the film from being made and tainting their image, or at the very least receive the money from the royalties owed to them.

At the start of the summer holiday, Lewis Thomas (Paul Walker) and his childhood friend Venna Wilcox (Leelee Sobieski), who study at different universities, are both packing to go back home. In an attempt to get Venna romantically interested in him, Lewis offers to come by Venna's campus to drive her home instead of both of them flying back. Venna happily agrees and, after buying a car, Lewis starts his road-trip. When he calls his parents during the trip he learns his brother Fuller (Steve Zahn) has managed to once again get arrested, this time in Salt Lake City. Since Salt Lake City is not that far, Lewis decides that, prior to picking up Venna, he will visit Fuller, whom he hasn't seen in five years. After bailing him out, Fuller decides to accompany Lewis on his trip and, during the ride, coaxes Lewis into playing a cruel prank through their CB Radio on a truck driver, known only as 'Rusty Nail' (voiced by Ted Levine (uncredited)). Lewis pretends to be an attractive young woman named Candy Cane and sets up a meeting with Rusty Nail in the motel where Lewis and Fuller will be spending the night. But instead of giving Rusty his own room number, Lewis gives him the number of the room next door, which belongs to a highly irritable businessman who had an argument with Fuller earlier that night. When the joke takes a deadly turn, Lewis and Fuller find themselves being relentlessly stalked by the psychotic Rusty Nail. Needing gas, Lewis and Fuller stop at a gas station but are shocked when an ice truck follows them into the gas station. Convinced the truck driver must be Rusty Nail, Lewis and Fuller flee in panic only to discover they are being chased by the ice truck driver. However, it turns out the truck driver is merely trying to return Lewis' credit card which he left behind at the gas station. As the ice truck drives away, the real Rusty Nail in his truck ploughs through the ice truck, killing the innocent truck driver. He then proceeds to run over and crush the Lewis and Fuller's car, taunting them. Once the two apologize, Rusty accepts, and leaves.

Billy Frankenstein tells the story of a kid named Billy Frank (Jordan Lamoureux), who is related to the distant Victor Frankenstein, along with his artistic mother, Sandy (Melissa Williamson) and workaholic father George (Daran Norris). Meanwhile, a man named Bloodstone (Peter Spellos) dreams of bringing the Frankenstein monster to life, but is now unable to because the Frankenstein castle is up for auction. He invites the Franks to move into the castle in the hopes of using Billy (who is the latest relative to Frankenstein) to bring the monster to life. Also, an unintelligent officer named Constable Frogg (John Maynard) has a family history of other Froggs capturing the Frankenstein monster, and dreams of continuing the legacy. Frogg also constantly receives phone calls from prank callers who say "ribbit ribbit". Frogg is hired by a man named Otto von Sloane (Vernon Wells), and his lady Fraulein (Griffin Drew), to scare the Franks into selling him the castle and make way for a mall.
