Corky (Gina Gershon), an ex-con who has just finished a five-year jail sentence, arrives at an apartment building to start work as a painter and plumber. On her way up to the apartment, she encounters the couple who live next-door, Violet (Jennifer Tilly) and Caesar (Joe Pantoliano). After Caesar has gone out, Violet flirts with Corky and asks her to help retrieve an earring that has fallen down her sink. After Corky extracts the earring, Violet admits she lost it on purpose in order to get closer to Corky, and starts to seduce her. They are interrupted by the arrival of Caesar and Corky goes back to work. When she leaves for the day, Violet follows her to her truck. They go to Corky's apartment and have sex. The next morning, Violet tells Corky that Caesar is a money launderer for the Mafia and they have been together for five years.

In 1905, Daniel Hackett (Nick Stahl), a young farmer from the western town of Paradise Valley, is unhappy with his life as a farmer and dreams of life in New York City. His father, Jonas (Stephen Lang), likes to tell Daniel tall tales about Pecos Bill, Paul Bunyan and John Henry to which Daniel has heard many times leading him to doubt their existence. Meanwhile, Paradise Valley is being coveted by a greedy developer, J.P. Stiles (Scott Glenn). Stiles attempts to convince area farmers to sell their land to him, most notably Jonas as his farm lies in the center of where he wants to develop. However, when Jonas refuses to hand up his deed, Stiles hunts him down and shoots him, but not before Jonas hands the deed off to Daniel for safe keeping.

During a conference of crime bosses held in a Gotham City skyscraper, gangster Chuckie Sol is killed by a mysterious cloaked figure, shortly after Batman bursts in on the meeting. Due to the killer's resemblance to Batman, the Dark Knight is blamed for Sol's death. Councilman Arthur Reeves tells the media that Batman is a public menace (despite Commissioner Gordon's protests), then later attends a party at the mansion of billionaire Bruce Wayne, Batman's secret identity. Ray Dolezal, a bored Torrance County, New Mexico Deputy Sheriff, investigates an apparent suicide in the desert. Alongside the body is a suitcase containing $500,000. During the autopsy, they find a digested piece of paper with a phone number; Dolezal, posing as Spenser, calls the number and goes to a meeting, where he is robbed and instructed to meet Gorman Lennox at a restaurant. FBI agent Greg Meeker intercepts Dolezal and informs him that Spenser was really an undercover agent. Set in the future, youth gang violence is so high that the areas around some schools have become "free fire zones", into which not even the Police will venture. When Dr. Miles Langford (Malcolm McDowell), the Principal of Kennedy High School in Seattle, decides to take his school back from the gangs, Megatech robotics specialist Dr. Robert Forrest (Stacy Keach) provides "tactical education units", consisting of Mr. Bryles (Patrick Kilpatrick), Ms. Connors (Pam Grier), and Mr. Hardin (John Ryan) for a new pilot enforcement agency called the Department of Educational Defense (D.E.D.). Detective Rita Rizzoli (Whoopi Goldberg) is an undercover narcotics police officer who stages an undercover buy with drug dealer Tito Delgadillo, when during the bust she sees her friend and informant Charlene being dragged out of the bar by her pimp and runs to her aid, alerting Delgadillo of being an undercover cop. After saving Charlene and shooting the pimp, Rizzoli notices all the money used for the buy is missing. Delgadillo retreats to a warehouse in Los Angeles where a family of Asian immigrants is preparing plastic envelopes of imported cocaine stamped with the gang's brand name "Fatal Beauty". One worker, however, has been sampling too much of the drug and, in his intoxicated state, prepares envelopes with a fatally high concentration of cocaine and a misaligned stamp. Delgadillo discovers the error but before they can correct it, the house is attacked by two small-time hoods, Leo Nova and Earl Skinner (Brad Dourif and Mike Jolly) who kill everyone within including Delgadillo and steal the lethal product.

The story follows the escape of two men from an Alaska prison, the efforts of a railroad dispatch office to safely stop the out-of-control train they are on, and the hunt by their warden to recapture them. Oscar "Manny" Manheim is a ruthless bank robber and hero to the convicts of Stonehaven Maximum Security Prison. After two previous escape attempts the doors to Manny's cell have been welded shut for three years. A court order compels Manny's nemesis, the vindictive and sadistic Associate Warden Ranken, to release him back into the general prison population. Manny intends to break out a third time with his older brother Jonah Manheim, but is forced to set his escape plan into action in the middle of winter. Ranken employs a serial killer to give Manny the incentive, by stabbing him grievously through his left hand. Jonah fatally stabs the serial killer to death in retaliation, and in turn is severely beaten by the prison guard, leaving him in a high-security hospital wing.
