The film, set in 1964, follows the story of Jimmy Cooper (Phil Daniels), a London Mod. Disillusioned by his parents and a job as a post room boy in an advertising firm, Jimmy finds an outlet for his teenage angst with his Mod friends Dave (Mark Wingett), Chalky (Philip Davis) and Spider (Gary Shail). One of the Mods' rivals, the Rockers, is in fact Jimmy's childhood friend, Kevin (Ray Winstone). An assault by aggressive Rockers on Spider leads to a retaliation attack on Kevin. Jimmy participates in the assault, but when he realises the victim is Kevin, he doesn't help him, instead driving away on his scooter.

Financial disaster looms for Grand Fenwick when the current vintage of its only export, wine, starts exploding in would-be consumers' faces. Prime Minister Mountjoy (Ron Moody) decides to ask the United States for a loan, ostensibly to fund its entry in the race to the Moon, but actually to save the duchy (and install modern plumbing so he can have a hot bath). The devious politician knows that the Americans will not believe him, but will consider the half million dollars he is asking for to be cheap propaganda supporting their hollow call for international co-operation in space. He is delighted when they send him double the amount as an outright gift. The Soviets, not wishing to be one-upped by their Cold War rivals, deliver an obsolete rocket. Mountjoy asks resident scientist Professor Kokintz (David Kosoff) to arrange a small explosion during the "launch" of their lunar rocket to make it look like they have actually spent the money as intended.

He is soon bored by Mrs. Stone, and leaves her to pursue a young American film actress (Jill St. John). Ridiculed by the Contessa, chastised by her friend Meg (Coral Browne) and abandoned by Paolo, Mrs. Stone is soon utterly debased enough to surrender herself to a ragged, mysterious young man who has been following her obsessively. In the end, it seems as if Mrs. Stone has literally given up her life.

The inhabitants of the British village of Midwich suddenly fall unconscious, as does anyone entering the village. The military establishes a cordon around Midwich and sends in a man wearing a gas mask, but he, too, falls unconscious and is pulled back with rope. The man awakens and reports experiencing a cold sensation just before passing out. The pilot of a military reconnaissance plane is contacted and asked to investigate. When he flies below 5,000 feet, he loses consciousness and the plane crashes. A five-mile exclusion zone around the village is established for all aircraft. The villagers regain consciousness and apparently are unaffected.
