Alors que des terroristes menacent de détruire une grande ville quelque part aux États-Unis, deux agents vont se retrouver coéquipiers contre leur gré. jack Riley "Crash", un ex-agent de la CIA connaît bien les lois et sait les contourner. Roman Byrnes, un agent anglais de la DEA, ignore les lois et invente les siennes. Dès qu'ils sont ensembles, ces deux "armes fatales" ne se supportent pas. L'ignoble terroriste Lisette sort de l'ombre pour lancer un ultimatum: la CIA doit tuer le président des États-Unis ou le plus mortel des virus connus sera lâché dans la nature. Pour remplir cette mission de la plus haute importance, Crash et Byrnes doivent trouver un moyen de travailler ensemble assez longtemps et empêcher cette menace d'être mise à exécution.

Terry (Thomas Ian Griffith) and his two partners from the Chicago special investigation police squad are engaged in war against Chicago's mafia boss, DiMarco (Burt Young). Despite many attempts to jail him, he always manages somehow to walk free. Not discouraged by that, police prepares another action to raise some evidence against DiMarco, this time it's a controlled sale of drugs for $3 million. After the exchange of the money for the narcotics police wants to arrest gangsters involved in the business, unfortunately this won't come without a shootout, during one of them manages to escape (only to be killed later by DiMarco himself, for losing the mafia's money). The other gangster which was wounded during the shooting is making confessions in the hospital (forced by Terry), those are though worthless in the eyes of the judge, who rules that the interrogation was held with use of 'excessive force' and as that was illegal. DiMarco is once again free, furthermore now he wants vengeance on the police who, as he thinks stole his money. Terry's co-cops are being killed one by one and soon he finds himself in peril, especially after he learns that DiMarco's suspicions are not so quite abstract.

An explosion occurs in a classified research laboratory, causing an intense fire. A mutated monster known as the OXCOM (Outside Experimental Combat Mammal) escapes and chases a golden retriever in the same lab through the surrounding woods. The dog outruns it and hides in a barn. In the barn, Travis Cornell (Corey Haim) is with his girlfriend Tracey (Lala Sloatman). Thinking it is her father, Travis leaves. Tracey discovers the beast and screams, summoning her father who is attacked. Meanwhile, Travis finds the dog in the back of his car and a military/police force is sweeping the area for the escapees. Travis starts to realize the dog is extraordinary and decides to keep it. Meanwhile, an NSO agent named Johnson (Michael Ironside) is dispatched by the corporation to retrieve the animals.

A teenage girl purchases a baby American alligator while on vacation with her family at a tourist trap in Florida. After the family returns home to Chicago, the alligator, named Ramón by the girl, is promptly flushed down the family's toilet by her surly, animal-phobic father and ends up in the city's sewers.
