The film begins aboard a luxury aircraft as Dr. Gropinger (Ron Moody) (an obvious parody of Henry Kissinger) travels on a goodwill tour. He misplaces his diary and is thrown into a panic as, without the diary, he no longer knows where he is or is supposed to be next. Stepping off the plane, he is shot dead after extending greetings in Hebrew to a congregation of Arabs. Soon after, the U.S. President (Joss Ackland in a caricature of Gerald Ford) receives a threatening letter signed only "Moriarty", claiming responsibility for the death. The letter also claims Moriarty has set in motion a plan that will allow him to gain control of the world. The president dispatches a top agent to London to work with the world's top law enforcement officials and find a strategy to combat Moriarty.

The story is about an Old English Sheepdog who accidentally drinks a liquid growth formula (a form of experimental fertilizer), and expands to gigantic proportions. Two criminals then steal Digby, and sell him to a circus. Digby, however, escapes by breaking his chains, and running at will across the countryside of the United Kingdom. The boy who owns Digby, as well as the scientist who worked on the growth formula, both realize that Digby is constantly increasing in size, and will soon cause enormous damage unless something is done immediately. The scientist finds out he has created a chemical that might reverse the growth formula. The British military, however, is attempting to solve the problem of the oversized sheepdog in their own way: by use of bombs and artillery.

Sir Guy Grand (Peter Sellers), an eccentric billionaire, together with his newly adopted heir (formerly a homeless derelict), Youngman Grand (Ringo Starr), start playing elaborate practical jokes on people. A big spender, Grand does not mind handing out large sums of money to various people, bribing them to fulfill his whims, or shocking them by bringing down what they hold dear. Their misadventures are designed as a display of father Grand to his adoptive charge that "everyone has their price"—it just depends on the amount one is prepared to pay. They start from rather minor spoofs, like bribing a Shakespearean actor (Laurence Harvey) to strip during a stage performance of Hamlet, and convincing a traffic warden (Spike Milligan) to take back a parking ticket and eat it (delighted by the size of the bribe, he eats its plastic cover too) and proceed with increasingly elaborate stunts involving higher social strata and wider audiences. As their conversation reveals, Grand sees his plots as 'educational' ("Well, you know, Youngman, sometimes it's not enough merely to teach. One has to punish as well").

Robert Blossom is a workaholic brassiere manufacturer. When his wife Harriet's sewing machine breaks down, he sends his bumbling employee Ambrose Tuttle to repair it. Mrs. Blossom seduces him, then hides him in the attic, instructing him to sneak out in the middle of the night. Ambrose, however, is enchanted by the woman and decides to settle in to serve as her secret paramour. When he's reported missing, Det. Sgt. Dylan from Scotland Yard is assigned to the case, one he doggedly pursues for years. The mysterious noises Robert frequently hears overhead finally lead to his nervous breakdown, but Ambrose saves the day by passing along stock tips that turn his employer into a millionaire.
