The fictional love story between Emily Hudson, the daughter of the wagon train's pastor, and Jonathan Samuelson, the son of the local Mormon bishop, plays out against the build-up to the tragedy itself. The film begins with the deposition of Mormon leader Brigham Young. The Fancher party is then depicted crossing Utah on its way to California. The party encounters a group of Mormon militiamen, who advise them to move on. Bishop Jacob Samuelson defuses the situation but is disturbed that the Fanchers have a woman wearing men's clothing and are delivering racehorses to California to be used in gambling. He is also upset that some are from Missouri, whose inhabitants he blames for the death of Joseph Smith and for persecuting Mormons. He instructs his sons Jonathan and Micah to keep an eye on them.

Will Maddox (Blake Shields) has a theory about students not liking the idea of school and authority and thinking that it is a prison. He tests this theory and examines the boundaries of authority and his friendships. A few years before, a student, John Stanton (Michael Shannon) was committed to an insane asylum, reasons unknown to most everybody except the principal. One day he escapes, releasing everyone else from the asylums around. Maddox sees this defiance which is the start of his anarchy. Maddox wants to "help him" and understand him more so they start a correspondence and Stanton tells him what to do and how to do them. This is includes the erasing of student grades, posting posters/fliers, locking part of the student body in a room among other things. Maddox gets his friends involved and challenges authority and gets most of the school behind him, including an administrator for a while. He is so consumed with creating chaos and disorder that his friends start to see the destruction, but they have to save themselves, and him before he can take complete control over the school.

Four retired mobsters (Richard Dreyfuss, Burt Reynolds, Dan Hedaya and Seymour Cassel) plan one last crime to save their apartment at a retirement home (the owners are forcing them out with a rent increase so that the apartments can be rented to young, affluent South Beach couples). The four steal a corpse from the mortuary to use as the "victim" in a staged murder scene. Unknown to them, the body belonged to the head of a Colombian drug smuggling ring. As a result of the "murder", many of the young renters leave and the four men are given cash and a rent discount by the complex to keep living there. Much of this money is spent on high living and women, which causes a young woman (Jennifer Tilly) to discover that the four men staged the murder - while spending time with the normally-silent "Mouth," he reveals that his mouth is loosened by intimacy with women.
