On November 4, 1979, Iranian activists storm the United States embassy in Tehran in retaliation for President Jimmy Carter giving the Shah asylum in the U.S. during the Iranian Revolution. More than 50 of the embassy staff are taken as hostages, but six avoid capture and hide in the home of Canadian ambassador Ken Taylor. With the escapees' situation kept secret, the U.S. State Department begins to explore options for exfiltrating them from Iran. Tony Mendez, a U.S. Central Intelligence Agency exfiltration specialist, is brought in for consultation. He criticizes the proposals, but is at a loss when asked for an alternative. While on the phone with his son, he is inspired by watching Battle for the Planet of the Apes and begins plans for creating a cover story for the escapees: that they are Canadian filmmakers who happened to be in Iran scouting exotic locations for a similar science-fiction film.

On one side of town, a babysitter and the kids she is babysitting are brutally murdered. The police find that the murderer used his bare hands to tear them to shreds. The shot then changes to teenager Jill Johnson (Camilla Belle) who is going through a teenage crisis, having her boyfriend, Bobby (Brian Geraghty), cheat on her with her best friend Tiffany (Katie Cassidy), and going over 800 minutes on her cell phone, for which her dad, Ben (Clark Gregg), has her babysit for a wealthy family to pay the debt. The unfortunate timing causes Jill to miss out on a school bonfire which her other best friend, Scarlett (Tessa Thompson), is attending. Jill arrives at the elaborate Mandrakis House, which has a greenhouse built in the center. The parents (Derek de Lint and Kate Jennings Grant) show her around and tell her about their live in housemaid Rosa (Rosine Ace Hatem). Mrs Mandrakis then gives Jill their numbers, stating that they won't be back until midnight. As the kids (Arthur Young and Madeline Carroll) are seen to be upstairs asleep, Jill soon begins to receive anonymous phone calls.

In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Rising rodeo star Ely Braxton (Marcus Thomas) is recovering from injuries that almost took his life. Against the wishes of his mother Rose Braxton (Melinda Dillon) and girlfriend Connie (Molly Ringwald), Ely starts riding bulls again to achieve his dream of becoming a champion bull rider like his estranged father, Reid Braxton (Pete Postlethwaite). Ely's older brother, Hank (Kiefer Sutherland), is a champion bullfighter and stock contractor, and the two use each other to better their rodeo skills and work together at their family ranch in Santa Maria, California. Textile company heir James Wayland (Tim Roth) is accused of murdering a prostitute named Elizabeth (Renée Zellweger), whose body was found cut in two.
