Scout Bozell has always dreamed of becoming a member of the safety patrol at his school, Rockridge Middle School. However, his clumsy, bumbling, hazardous nature prevents him from doing so. In one such instance shown at the film's beginning, while he picks up a banana peel on the ground and describing how hazardous is it, a kid trips over his backpack, causing his marbles to roll out and the kids to slip on them, one girl sending her lunchbox flying and it hits the principal on the head. As Scout swings his backpack to put the banana peel in the garbage, he knocks a kid off his bike, setting off a chain reaction that ends with a plastic squirrel the bike crashed into hitting a truck full of giant frozen tuna, which slide on the road and eat the last member of the safety patrol, "Joe Lobes" Lobenick, leaving him severely traumatized, and deleting the list of safety patrol until he recovers. The teachers try to convince Principal Tromp to put Scout on safety patrol, as he is the only one left on the list. Tromp agrees, but gets the school boundaries changed, transferring Scout to Laurelview Middle School.

In 1964, Guy Patterson (Tom Everett Scott) is an aspiring jazz drummer who works at his family's Erie, Pennsylvania, appliance store. Jimmy Mattingly (Johnathon Schaech) and Lenny Haise (Steve Zahn) ask Guy to sit in with their band at the annual Mercyhurst College talent show, because their regular drummer Chad (Giovanni Ribisi) has broken his arm. The last member of the group is the bass player, who is never referred to by name (Ethan Embry). The group rehearses a ballad titled "That Thing You Do". Nick Taylor (Lorenzo Lamas) is the kickboxing champion of the world but his reign is cut short by Jake Gerard (Jeff Langton). Gerard is similar to a Clubber Lang type character. In this installment of the series Jack Kelly tries to exterminate a major drug cartel after one of the students he is training in the martial arts dies of a suspected drug overdose. Kelly immediately leaps into action by uncovering a cache of weapons he saved from his marine days, and busting into a drug stronghold, guns blazing. Alas, after this battle he is arrested but saved from jail by the quick thinking of his lawyer, who gets him into an insane asylum. Here he will meet many "crazy" characters who will both assist and hinder his quest for justice. After escaping, Kelly continues his fight and eventually discovers that the drugs are laced with rat poison. After some more fighting he uses the drugs to kill the top men of the drug operation.

Michael Myers has been in a coma for ten years since the explosion at Haddonfield Memorial Hospital and is being transferred to Smith's Grove Sanitarium by ambulance. Upon hearing that he has a niece, Michael awakens, kills the paramedics, and makes his way to Haddonfield to look for her. Dr. Sam Loomis (Donald Pleasence), Michael's former psychiatrist, who also survived the explosion, learns of Michael's escape and gives chase. He follows Michael to a small gas station and eatery, where Loomis finds Michael has killed a mechanic for his clothes, along with a clerk. Michael then escapes in a tow truck and causes an explosion, destroying Loomis's car in the process. Loomis is forced to catch a ride to Haddonfield to renew his search for Michael.
