Kevin Allen (born 15 September 1959) is a Welsh actor, screenwriter, film director and film producer. He is noted for writing and directing the cult black comedy feature Twin Town set in Swansea (1997). The film was entered into the 47th Berlin International Film Festival.

He also directed the films The Big Tease and Agent Cody Banks 2: Destination London and ITV series Benidorm. His 2015 film Under Milk Wood was selected as the British entry for the Best Foreign Language Film at the 88th Academy Awards.

The film begins in November 20, 1969, 50 miles off Soviet waters. When the USS Acushnet dives under the ice, a young Ahab listens for enemy subs when suddenly he detects an unknown target. When the captain listens, he hears nothing, but Ahab insists in the presence of an emptiness. The target dives into a trench, but the captain abandons his search in favor of photographing the target. The target attacks the submarine as Ahab hears a roar. The sub is brought to the icy surface, and the target identifies itself as a gigantic, white, whale-like creature. Ahab survives, but loses his leg to the beast when it hauls the other half of the sub back underwater.

Luke McNamara (Joshua Jackson) is a student with aspirations to become a lawyer. A "townie" who grew up on the "wrong side of the tracks", he did well enough in school to attend college on a scholarship where he is a champion rower. His best friends at college are his love interest Chloe (Leslie Bibb), and Will (Hill Harper) who is the coxswain of the Bulldog 8's rowing team of which Luke is the captain (at the victory party for the 8's, Chloe is revealed to come from a wealthy family which is why Luke is reluctant to reveal his feelings for her). Luke's friendships hit the rocks when he is invited to join a secret society known as "The Skulls". After Luke passes the first part of the initiation process - theft from a rival frat together with boxing prodigy Caleb Mandrake (Paul Walker) as his co-conspirator and alleged "soulmate", and being lectured in the secret ritual room by a senior Skull that is standing in front of a wall with the word "WAR" engraved into it in huge capital letters. A senior Skull explains to Luke that the Skulls require their members to prove themselves in war. Luke has a falling out with Will when the latter realizes that Luke has become a Skull.

The film begins with the Spice Girls performing "Too Much" on Top of the Pops, but they later become dissatisfied with the burdens of it. Meanwhile, sinister newspaper owner Kevin McMaxford (Barry Humphries) is attempting to ruin the girls' reputation for his newspaper's ratings. McMaxford dispatches photographer Damien (Richard O'Brien) to take pictures and tape recordings of the girls. Less threatening but more annoying is documentarian Piers Cuthbertson-Smyth (Alan Cumming), who stalks the girls along with his camera crew, hoping to use them as subjects for his next project. The film opens on the studio set of a fictional 1990s TV show, The Gourmet Detective. This is depicted as a crass cross-genre detective/cookery series ("two recipes and one murder per show"), whose lead character (played by Keith Allen) presents his recipe in a style that parodies Keith Floyd. Allen's "on-screen" Gourmet Detective character is the epitome of politically correct "new man" compassion, but the actor "off-screen" is shown to be an obnoxious, drug-taking womaniser. He is subsequently murdered – the second TV detective to be killed in six months – and the rest of the film involves the search for his assassin.

Clive Bissel (nicknamed "Bex", or "Bexy") is a married man with a baby son. His wife does not approve of his activities as a football hooligan, which contrast to his respectable job as an estate agent.
