En 1925, alors que la Corée est sous domination japonaise, Cheon Man-duk, un ancien chasseur respecté, vit avec son fils adolescent, Seok, dans une hutte près du mont Jiri. Le gouverneur-général japonais de l'époque réunit petit à petit toutes les peaux de tigre existantes et devient rapidement obsédé par la possibilité de tuer le dernier tigre restant de Corée, un énorme mâle borgne vivant dans la montagne et ayant déjà tué de nombreux chasseurs. Surnommé localement le « Seigneur de la montagne », les habitants craignent que sa disparition ne ramène des loups et des sangliers. Un groupe de chasseurs coréens, mené par l'impitoyable chef Gu-kyeong, tente de tuer le tigre pour gagner de l'argent, notamment en tuant sa femelle et deux petits tigreaux et en utilisant leurs cadavres comme appâts.

The 69-ton fishing vessel Jeonjinho fails to catch as much fish as its crew had hoped. To make more money, the crew decides to smuggle thirty illegal immigrants into Korea. Two damaged souls race together for the race of their lifetime. Horse jockey Seung-ho loses his wife in a fatal car accident. The accident also leaves him practically blind. No longer able to work, he leads an aimless life with his little daughter. Things take turn for the worse when he loses all his savings after trying to cheat at the horse track and flees to a remote ranch in Jeju Island. There he meets a violent and limping horse named Woo-bak and he trains the horse for racing. Against all odds, Seung-ho and Woo-bak finish first in the preliminaries but when Seung-ho's blindness is discovered by the officials, they're disqualified from the finals. Woo-bak rejects all other jockeys and waits for Seung-ho to come back. The limping horse and his blind jockey bet everything to race one last time.
