Raffles (played by House Peters) is an English gentleman with a secret life—he is the notorious jewel thief known as "The Amateur Cracksman." While sailing from India to England accompanied by his friend, Bunny Manners (played by Freeman Wood), it is rumored that the infamous cracksman is aboard ship. Raffles warns a lady passenger to keep an eye on her necklace, which is stolen soon afterward. Although a search reveals no evidence, the necklace is returned upon reaching London.

This film opens with police officer Jimmy Mercer (Wesley Snipes) and his partner Brady (Dan Hedaya) doing some undercover work, when Mercer's fellow agent is shot and killed by a new man, Ronnie (Viggo Mortensen) that criminal Red Diamond (Dennis Hopper) pulled out of jail. Now on a snap of anger and thoughts of revenge, Mercer wants to find the killer and take him down before he gets transferred to another precinct. Fleeing abusive families, a group of teenage runaways form a protective family on their own, with King as their leader. King is a man in his early twenties who has been living on the street for over six years. In and out of jail, he spends most of his nights with Little J and Greg. Having spent two months in jail for being falsely accused of murder, he feels that the group fell apart in his absence. His friend Brenda, a lot of the time bullied by Little J because of her weight, introduces him to Heather, a 17-year-old girl from Chicago. He soon takes her under his protection and includes her in his revenge on Tommy, the man responsible for the death of his former girlfriend Devon.

Bobby Keller (Corey Feldman) is a slacker high school student who, while running through a short cut through a backyard in his neighborhood one night, collides with Lainie Diamond (Meredith Salenger), over whom Bobby has recently been obsessing. During the collision, elderly professor Coleman Ettinger (Jason Robards) is performing a meditation exercise in the yard with his wife Gena (Piper Laurie), theorizing that if he and his wife can enter a meditative alpha state together voluntarily, they will be able to live together forever. However, just as the Ettingers are on the verge of completing their meditation experiment, the teenagers' collision renders both teens unconscious, enacting a type of body switch between the four characters.

Alex Rogan is a teenager living in a trailer park with his mother and little brother, Louis. Best friends and nerds Lewis Skolnick and Gilbert Lowe enroll in Adams College to study computer science. They are kicked out of the freshmen dorms by the Alpha Betas, a fraternity composed primarily of football team members, after the Alpha's carelessly burn down their frat house. Dean Ulich sets up the freshmen in temporary quarters in the school's gymnasium, but allows them to rush the fraternities to alleviate their housing situation. Jon Lansdale is finishing up a famous work of his called "Mandro", a Prince Valiant/Conan The Barbarian type of character. (In the film the actual "Mandro" artwork was drawn by real life Marvel Comics Conan artist Barry Windsor-Smith.) Lansdale is married to a beautiful woman named Anne (Andrea Marcovicci) and they have a child named Lizzie (played by Mara Hobel). While they are driving, Anne and Lansdale end up behind a slow-moving truck and an impatient driver behind them. In the heat of argument, Anne, who is driving, gets distracted and pulls out from behind the truck. Another truck comes up in the other lane. Anne attempts to get back behind the other truck but the impatient driver has pulled up too far. Lansdale waves his hand to the impatient driver to move back, and when she does not and Anne has to slam on the brakes, his hand is caught behind the truck, which also stops. The hand is severed completely in a bloody, violent scene. Anne attempts to find the severed hand but it is too late.
