Documentary filmmaker Chelsea enters the abandoned New York City Subway tunnels that homeless squatters use. Cops Smitty and Lockeheed warn her to be careful, but she dismisses their concerns. There, she befriends and interviews Skeeter, who leads her on a tour. Skeeter introduces her to Jake, an ex-cop; Gabriel, a former social worker; Harmony, an artist; Razor and Ajax, gang members; Flash and Alexis, orphaned twins; and, at her insistence, Angel, the leader of a cult-like, violent anarchist gang. Angel plans a revolution against the surface world, whom he blames for persecuting the homeless. After he offhandedly threatens to murder to Chelsea as a show of power, Angel releases her and tells her to warn the surface world of his wrath.

In 2002, in a new lair behind the famous Hollywood sign, Dr. Evil outlines his newest plan to his minions: he will go back in time to 1975 and bring back Johan van der Smut, aka "Goldmember", who developed a cold fusion unit for a tractor beam which Dr. Evil names Preparation H, not to be confused with the well known product of the same name - Preparations A through G had failed earlier. He intends to use the tractor beam to pull a meteor into the Earth to strike the polar ice caps and cause global flooding. However, moments after revealing this plan Austin Powers and the British Secret Service attack and arrest Dr. Evil. Austin is knighted for his services, but is disappointed when his father, the famous super-spy Nigel Powers, fails to attend the event. The story concerns a group of guys who have made a deal to each invest in a fund, which would be paid to the last remaining bachelor of the group. Michael Delaney, a cartoonist, attempts to get the other remaining bachelor, Kyle Brenner, married to a statuesque policewoman who Kyle said was the one that got away, so Michael can claim the fund to pay off a gambling debt. Unfortunately, the policewoman Kyle is trying to marry is the woman Michael has fallen in love with, Officer Natalie Parker. Michael then gets himself into all sorts of misadventures, from getting captured by a young woman and her grandmother with a bizarre BDSM fetish (the young woman seems like a quiet librarian at first glance) to trying to retrieve Kyle's surgically removed testicle, all the while attempting to pay off his gambling debt to the honked-off mobster menacing through selling his possessions, relieving himself of his "Tomcat" status, overcoming his fear of commitment, and finding true love.
