A joint Anglo-American plot is devised to steal a highly advanced Soviet fighter aircraft (MiG-31, NATO code name "Firefox") which is capable of Mach 6, is invisible to radar, and carries weapons controlled by thought. Former United States Air Force Major Mitchell Gant (Eastwood), a Vietnam veteran and former POW, infiltrates the Soviet Union, aided by his ability to speak Russian (due to his having had a Russian mother) and a network of Jewish dissidents and sympathizers, three of whom are key scientists working on the fighter itself. His goal is to steal the Firefox and fly it back to friendly territory for analysis.

The film starts in Germany in 1943. During an Allied bombing raid Maria (Hanna Schygulla) marries the soldier Hermann Braun (Klaus Löwitsch). After "half a day and a whole night" together, Hermann returns to the front. Postwar, Maria is told that Hermann has been killed. Hermann Hermann is a successful entrepreneur in the 1930s Germany. As the Nazis gradually rise to power, Hermann, who is a Russian émigré, becomes increasingly frightened and mentally unstable. On 22 November 1963, the day John F. Kennedy was assassinated in Dallas, Peter Miller, a young freelance reporter, pulls over to the curb to listen to a radio report of the event in a district in Hamburg, West Germany. As a result he happens to be stopped at a traffic signal as an ambulance passes by on a highway. He chases the ambulance and discovers it is en route to pick up the body of an elderly Jewish Holocaust survivor who had committed suicide, leaving behind no family. The reporter obtains the diary of the man, which contains information on his life in the Second World War Riga Ghetto, and the name of the SS officer who ran the camp, Eduard Roschmann.
